WHAT THE STANDARD COVERS. Scope from the PKN catalogue card of PN-EN IEC 55015:2019-11 (English version), in a summary faithful to the content: the document applies to the emission of radio-frequency disturbances (radiated and conducted) from lighting equipment (3.3.16); the lighting part of multifunction equipment where this part is a primary function (e.g. lighting with visible light communication, stage lighting); UV and IR radiation equipment for residential and non-industrial applications; advertising signs (e.g. neon lamps); decorative lighting; emergency (safety) signs. Excluded are: components and modules intended to be built in and not user-replaceable (built-in control gear — CISPR 30); lighting equipment operating in the ISM frequency bands (Resolution 63 (1979) of the ITU Radio Regulations); lighting of aircraft and airfield facilities; video signs; installations; equipment for which the radio-frequency EMC requirements are laid down in other CISPR standards, even with built-in lighting (e.g. display backlighting, SSL displays, cooker hoods, refrigerators, freezers, photocopiers, projectors, road vehicle lighting — CISPR 12). Frequency range 9 kHz – 400 GHz; no measurements are needed at frequencies where no limits are specified. Multifunction equipment meets the requirements of each clause or standard relevant to it with the relevant function operating; equipment outside the scope with lighting as a secondary function needs no separate assessment of the lighting if it was operating during the assessment to the applicable standard (e.g. cooker hoods, fans, refrigerators, ovens, televisions with ambient lighting). The radiated emission requirements do not apply to the intended transmission of a radio transmitter or the related spurious emissions. We read the text of the standard in the sample of CISPR 15:2018 (edition 9.0) from the cover to the end of Clause 2 (normative references, page 11) and in the sample of the amendment CISPR 15:2018/AMD1:2024 from the cover to the new wording of Clause 1; we do not have Clauses 3 onwards (definitions, limits, methods of measurement, measurement set-ups, compliance assessment).

ACCORDING TO THE TEXT OF CISPR 15:2018 (foreword, Clauses 1–2). The ninth edition replaced the eighth (2013) and its Amendment 1:2015 as a technical revision; the sample contains an interpretation sheet of November 2019. Significant changes according to the foreword: full redrafting and a new structure; removal from the scope of the restriction to mains and battery supply; radiated disturbance limits in the range 300 MHz – 1 GHz; changed limits for the load terminals and for the CDNE (an alternative to the radiated emission measurement); removal of the insertion loss requirements and of Annex A; three basic ports: wired network ports, local wired ports and the enclosure port; a less technology-dependent approach; replacement of Annex B (CDNE) by references to the CISPR 16 series; changed requirements for the holes in the conical metal housing; a new method for measuring conducted disturbances of GU10 lamps with built-in ballast; the current probe method and limits for different ports (alongside the voltage limits and methods); the term “module” (instead of independent auxiliary equipment) and measurement of modules in a reference set-up; changed stabilization times of the equipment under test; for large equipment (> 1,6 m) — measurement of the magnetic field with a 60 cm loop antenna at a distance of 3 m (method from CISPR 14-1) as an alternative to the 3 m and 4 m LAS antennas. Scope (Clause 1) — as on the card. Normative references include: IEC 60038, IEC 60050-161 and -845, IEC 60598-1:2014 with AMD1:2017, IEC 61000-4-20:2010 (TEM cells), IEC 62504:2014, the CISPR 16 series (16-1-1:2015, 16-1-2:2014, 16-1-4:2010 with AMD1 and AMD2, 16-2-1:2014 with AMD1, 16-2-3:2016, 16-4-2:2011 with AMD1), CISPR TR 30-1:2012, CISPR 32:2015 and ISO/IEC 17025:2005.

ACCORDING TO THE TEXT OF AMENDMENT CISPR 15:2018/AMD1:2024 (foreword, introduction, new wording of Clause 1). The amendment was prepared by subcommittee CIS/F. Significant technical changes: the voltage probe method for conducted disturbances of local wired ports other than ELV lamp supply was removed; limits and methods of measurement of radiated disturbances of the enclosure port in the range 1–6 GHz were introduced; the test set-up of single-capped lamps in the conical metal housing was rotated; the arrangement of the wired network port cables was changed (length 1,0 m); the set-ups for measuring conducted disturbances of very large equipment were clarified; Annex E (statistical methods) was removed. The new wording of the scope covers lighting equipment and modules (except for the exclusions), simple advertising signs (3.3.1) and decorative and stage lighting (3.3.6).

WHAT THE LABORATORIES TEST (positions in PCA). Electrical lighting and similar equipment, lighting equipment, lighting technology equipment — disturbance voltage at the mains terminals (9 kHz – 30 MHz), emission of conducted and radiated disturbances, electromagnetic field strength, magnetic field strength (AB 245), discontinuous disturbance voltage (AB 197); at AB 053 together with emission standards for other product groups (EN 55011, EN 55032, EN IEC 55014-1).

WHERE A SEEMINGLY CORRECT RESULT IS EASY TO GET. In the edition: the 2019 edition introduced radiated limits 300 MHz – 1 GHz, new limits for load terminals and CDNE, the current probe method and changed stabilization times — a result according to the withdrawn 2013 edition (still in the scopes of three laboratories) is not a result according to the current standard. In the scope: equipment with secondary lighting (cooker hoods, refrigerators, televisions) and vehicle lighting are assessed according to other CISPR standards — testing them to 55015 is not the proper assessment. In amendment AMD1:2024: it adds among others radiated emission 1–6 GHz — PKN has no card introducing it, so “compliance with PN-EN IEC 55015” does not cover these requirements. In the notation of the number: “PN-EN 55015:2019-11” in the scopes is not the designation from the card (correctly PN-EN IEC 55015:2019-11).

WHAT WE DO NOT GIVE. We do not have Clauses 3 onwards — definitions, limits for the ports, measurement methods and set-ups, requirements for measuring equipment or compliance assessment; we therefore give no limit and no measurement parameters.

Method principle

The lighting equipment under test operates under specified conditions and after a specified stabilization time, and a measuring receiver (CISPR 16 series) is used to measure conducted disturbances at the ports (disturbance voltage, current with a current probe, in a CDNE) and radiated disturbances from the enclosure port (field strength, for large equipment also the magnetic field with a loop antenna), comparing them with the limits of the standard in the range 9 kHz – 400 GHz where limits are specified.
