Overview
WHAT THE STANDARD COVERS. The “Scope” field of the PKN card of PN-S-96012:1997 (Polish version), in full, in our translation: “Technical requirements are given which the materials for preparing the soil-cement mixture and the mixture made from them, as well as the finished base course and/or improved subgrade layer made from this mixture, should meet. Technical conditions are specified for the subgrade on which a layer of cement-stabilised soil may be laid, and technical conditions for constructing this layer and curing it. Principles for designing the composition of the cement-soil mixture are given, and the testing programme and its frequency are specified. A description of the tests is given”. It is a standard for a road layer as a product and its construction, not a test method as such — the tests are part of it. We did not have the text of the standard: we do not know which tests it describes or which values it requires.
STATUS (state of the PKN card on 06.11.2026). The card of PN-S-96012:1997 (Polish version) has no withdrawal note and no “Replaced by” field: published 24-12-1997, 12 pages, Building and Construction Sector, KT 212 Road Construction and Maintenance, ICS 93.080.10; the card has no “Replaces” or “Adopts” fields — it is a national standard.
HOW MANY LABORATORIES AND IN WHAT FORM (copy of the accreditation scope database refreshed from the production server on 02.11.2026; query over all forms of the number 96012 in the reference document fields). The number 96012 appears in 12 records at 10 Polish laboratories, but one of them is a different standard — “PN-93/C-96012 Metoda C” (method C) for the composition of coke-oven gas (AB 081) — and is not included in this entry. PN-S-96012:1997 is referred to in 11 records at 9 Polish laboratories: AB 535, AB 804, AB 1211, AB 1354 (two — laboratories in Ożarów Mazowiecki and in Łódź), AB 1527, AB 1605, AB 1641 (two — laboratories in Szczecin and in Koszalin), AB 1669, AB 1783; the number does not appear in the scopes of Czech laboratories. Entries: “PN-S-96012:1997” (AB 535, AB 1211, AB 1605, AB 1641, AB 1669, AB 1783) and “PN-S 96012:1997” — with a space instead of a hyphen (AB 804, AB 1354, AB 1527); a search for “PN-S-96012” alone misses these three laboratories. AB 1605 refers to the standard in one item together with PN-EN 13286-41:2022-04. The “Laboratories” tab (“PN-S-96012”) shows 9 laboratories — the same 9 Polish ones, including the entries with a space (tab query on labcoda.pl, 06.11.2026). We did not read the current PCA documents of these laboratories.
WHAT THE LABORATORIES TEST (database copy, whole items). Compressive strength — 10 records at 8 laboratories; object: cement-stabilised soil (AB 804, AB 1354, AB 1527, AB 1641, AB 1783), base course and improved subgrade of cement-stabilised soil (AB 535, AB 1669), hydraulically bound mixtures and base course and improved subgrade of cement-stabilised soil (AB 1605, together with PN-EN 13286-41:2022-04). The ranges are given in units of FORCE, not stress: (1–50) kN (AB 1641 Szczecin, AB 1783), (2–50) kN (AB 1354 in both laboratories, AB 1641 Koszalin, AB 1669), (2–150) kN (AB 804), (1–250) kN (AB 1527, methodology “Compressive strength of stabilisation”), (1–3000) kN (AB 535), (2–3000) kN (AB 1605). Frost resistance — cement-stabilised soils, range (−23) °C – (+20) °C (AB 1211); no item states the technique. The compressive strength of hydraulically bound mixtures according to PN-EN 13286-41 has a separate entry in the Knowledge Base.
WHERE A SEEMINGLY CORRECT RESULT IS EASY TO GET. First — force versus strength: the accreditation scopes give the force range of the machine in kN, whereas compressive strength is expressed as a stress, i.e. the force related to the cross-sectional area of the specimen (e.g. in MPa); the range “(1–50) kN” does not say which strengths the laboratory can determine until the specimen dimensions are known, and these WE DO NOT STATE. Second — two standards in one item: AB 1605 refers jointly to PN-S-96012:1997 and PN-EN 13286-41:2022-04 with the same methodology (compressive strength) — these are alternatives, and the report must state according to which standard the specimens were prepared and tested, because the subjects of the two standards differ (PN-EN 13286-41 — hydraulically bound mixtures). Third — writing of the number: “PN-S 96012” with a space is the same standard; a search for the exact string “PN-S-96012” misses three laboratories (AB 804, AB 1354, AB 1527). Fourth — a different standard with the same number: “PN-93/C-96012” (gaseous fuels, AB 081) is a different document; a search for the number 96012 alone mixes the two. Fifth — specimen conditions: according to the card, the standard specifies the testing programme and frequency and a description of the tests, and the strength result depends on how the specimen was prepared and cured; a report without these conditions does not allow one to check whether the test corresponds to the standard. The conditions themselves WE DO NOT STATE.
WHAT WE DO NOT STATE. We did not have the text of the standard — PKN makes it available for a fee. We do not state the requirements for soils and cement, the principles for designing the mixture composition, the testing programme and frequency, the shape and dimensions of the specimens, the method of moulding, compacting and curing them, the age of the specimens at testing, the loading rate, the required strengths, or the procedure and criterion of the frost resistance test (number of cycles, freezing and thawing temperatures from the standard). We did not check whether the standard is referred to in legislation (e.g. on technical conditions for public roads) or in the requirements of contracting authorities.
Method principle
According to the PKN card, the standard gives technical requirements for the materials, the soil-cement mixture and the finished base course or improved subgrade layer, principles for designing the mixture composition, the testing programme and frequency, and a description of the tests. In accreditation scopes the laboratories use it to determine the compressive strength of specimens of cement-stabilised soil in machines with force ranges from 1 to 3000 kN, and frost resistance (AB 1211). The shape and dimensions of the specimens, their preparation and curing, age at testing, test procedure and required values WE DO NOT STATE — we did not have the text of the standard.
