Overview
WHAT THE STANDARD COVERS. EN 14509:2013 (clause 1) specifies requirements for factory-made self-supporting double skin metal faced insulating sandwich panels intended for discontinuous laying: a) on roofs and roof claddings, b) on external walls and wall claddings, c) on walls (including partitions) and ceilings within the building envelope. The core is rigid polyurethane foam (PUR, including polyisocyanurate PIR), expanded polystyrene (EPS), extruded polystyrene (XPS), phenolic foam, cellular glass or mineral wool. The standard covers panels with edges of a material other than the core and panels for cold stores (cold storage room kits are described by ETA Guideline 021). It does not cover panels with a core having a declared thermal conductivity greater than 0.06 W/(m·K) at 10 °C, panels with two or more layers of different core materials, panels with a perforated face and curved panels. Definitions (clause 3): sandwich panel — a building product consisting of two metal faces on either side of a core of thermally insulating material, permanently bonded to them so that the three components act together under load (3.17); self-supporting panel — carries its own weight and, when fixed to spaced supports, also loads (e.g. snow, wind, internal air pressure) and transfers them to the supports (3.18); bending moment capacity — the highest bending moment recorded in a test of a single panel, and bending moment resistance — its characteristic value from a series of tests (3.2–3.3); wrinkling stress — the stress in the compressed face when a panel failing in bending forms a "wrinkle" across the whole width near the section with the highest moment (3.22). The "Scope" field of the PKN card of PN-EN 14509:2013-12 (English version, description of the scope in Polish) summarises the same scope; an excerpt: "This European Standard does not cover: i. sandwich panels with a declared thermal conductivity of the insulating core at a temperature of 10 °C of values above 0.06 W/mK; ii. products with a multilayer thermal insulating core, i.e. one consisting of two or more clearly defined layers of different materials; iii. panels with perforated face(s); iv. panels in the shape of a curve" (our translation).
TESTS IN THE STANDARD (table of contents; we have not read the content of the tests). Annex A (normative): A.1 tension across the panel (also the modulus at elevated temperature), A.2 compressive strength and modulus of the core, A.3 shear of the core material (short- and long-term loading), A.4 shear properties of the whole panel, A.5 bending moment capacity of a simply supported panel, A.6 creep coefficient φt, A.7 interaction of bending moment and support reaction, A.8 apparent density of the core and mass of the panel, A.9 resistance to point and repeated loads, A.10 calculation method for the thermal transmittance U (also the simplified Ud,S), A.11 watertightness under pulsating pressure, A.12 air permeability, A.13 airborne sound insulation, A.14 sound absorption, A.15 support reaction capacity at the end of the panel, A.16 recording and interpretation of results (initial type testing ITT, factory production control FPC, characteristic values, interpolation and extrapolation). Annex B — durability: DUR1 and DUR2 tests, adhesion of the faces to a prefabricated core (wedge test), repeated loads, thermal shock. Annex C — fire tests (additional instructions and direct field of application of results), D — dimensional tolerances, E — design procedures. Clause 6 describes the evaluation of conformity (ITT, FPC, characteristic values from test families). The normative references include, among others, EN 826 (compression of insulating products), EN 1602 (apparent density), EN 1607 (tension perpendicular to the faces), EN ISO 6946 (thermal resistance and transmittance), EN 12114 (air permeability), EN 12865 (rain under pulsating pressure), EN 13501-1, EN 13501-2 and EN 13501-5 (fire classification) and EN ISO 10140 and EN ISO 717-1 (acoustics).
EDITIONS. EN 14509:2013 (CEN/TC 128 "Roof covering products for discontinuous laying and products for wall cladding") replaced EN 14509:2006; in the iTeh catalogue EN 14509:2006 and its corrigendum EN 14509:2006/AC:2008 have the status "Withdrawn". According to the foreword, the results of earlier tests according to EN 14509:2006 may be used without repeating them according to the changed procedures (6.2.2), if the declared data do not change significantly; a list of the significant technical changes is given in Annex F (which we have not read). The standard was prepared under a mandate given by the European Commission and EFTA, and its relationship with EU legislation is described in Annex ZA. In the iTeh catalogue (read on 27.10.2026) EN 14509:2013 has the status "Published" and the stage "6060 – Definitive text made available (DAV) – Publishing".

ALONGSIDE THIS STANDARD (database copy, 27.10.2026). For sandwich panels, laboratories also give PN-EN 1607 (tension; AB 023, AB 1903), PN-EN ISO 29469 (compression; AB 023, AB 1903), PN-EN ISO 29470 and PN-EN 1602 (apparent density; AB 1903), PN-EN ISO 6946 and PN-EN 13501-2 (AB 1596) and PN-EN 1604 and PN-EN 12090 (AB 023). Compression of thermal insulating products according to PN-EN ISO 29469 is described by a separate Knowledge Base method.
WHERE A SEEMINGLY CORRECT RESULT IS EASY TO GET. First — a value from one panel versus the characteristic value: the bending moment capacity is the result of a single test, and the bending moment resistance — the characteristic value from a series (3.2–3.3, A.16); the latter is used for the declaration. Second — the scope of the standard: panels with a core of λ > 0.06 W/(m·K), with a multilayer core, with a perforated face and curved panels are outside the standard (clause 1). Third — the type of test: the same standard number covers tests of the core material, tests of the whole panel and the calculation of U; a laboratory may have only part of them accredited — it is worth checking the specific characteristic in the scope. Fourth — edition: data according to EN 14509:2006 can only be carried over if the declared values do not change significantly (6.2.2). Fifth — the thermal transmittance U of the panel (A.10.3, simplified Ud,S — A.10.4) is a different quantity from the thermal conductivity of the component materials (A.10.2), from which it is calculated.
WHAT WE DO NOT GIVE. The fragment of EN 14509:2013 we read covers the table of contents, the foreword and clauses 1–3 (scope, normative references, terms and definitions). We do not give the course of the tests from Annexes A–C, specimen dimensions, the number of tests in ITT and FPC, formulas for characteristic values, dimensional tolerances, requirements for faces and cores or fire classification.
Method principle
The sandwich panel — two metal faces permanently bonded to an insulating core, acting together under load — is tested with the set of procedures in Annexes A–C of EN 14509:2013: tests of the core material (tension across the panel, compression, shear), tests of the whole panel (bending of a simply supported panel, creep, interaction of moment and support reaction, point and repeated loads, durability, fire tests) and the calculation of the thermal transmittance U; the results of type testing and factory production control are converted into characteristic values (A.16, 6.4).

- Initial type testing (ITT) and factory production control (FPC) of panels (clause 6, A.16)
- Assessment of performance of construction products in system 3 under Regulation (EU) No 305/2011 — in scopes with Commission Decisions 98/436/EC and 98/437/EC

The test is performed according to PN-EN 14509:2013-12 (wersja angielska; wprowadza EN 14509:2013 [IDT]) — “Self-supporting double skin metal faced insulating panels — Factory made products — Specifications”.
How does this method work?
The sandwich panel — two metal faces permanently bonded to an insulating core, acting together under load — is tested with the set of procedures in Annexes A–C of EN 14509:2013: tests of the core material (tension across the panel, compression, shear), tests of the whole panel (bending of a simply supported panel, creep, interaction of moment and support reaction, point and repeated loads, durability, fire tests) and the calculation of the thermal transmittance U; the results of type testing and factory production control are converted into characteristic values (A.16, 6.
