Overview

WHAT THE STANDARD COVERS. EN 1630:2021 (clause 1) specifies a test method for the determination of resistance to manual burglary attempts in order to assess the burglar resistance of pedestrian doorsets, windows, curtain walling, grilles and shutters, for the same opening functions as EN 1628 (among others turning, tilting, folding, sliding, pivoted, projecting, rolling) and for non-openable constructions. The standard does not directly cover the resistance of locks and cylinders to attack with picking tools, or surreptitious attack methods on electrically, electronically or electromagnetically operated products. It does not assess the fixing of the product to the building and does not apply to walls, roofs and gates covered by EN 13241. According to the foreword, the manual test covers the vulnerabilities not assessed by the static (EN 1628) and dynamic (EN 1629) tests; the basic requirements for locks, furniture and cylinders are in EN 1627:2021 (Table 3) and are not re-assessed here, which is why the attack methods and test times are limited. The “Scope” field of the PKN card of PN-EN 1630:2021-11 (English version, scope description in Polish), excerpt in our translation: “This document specifies a test method for the determination of the resistance to manual burglary attempts in order to assess the burglar resistance of pedestrian doorsets, windows, curtain walling, grilles and shutters.”

TERMS (clause 3). Tool set — the tools allocated to a given resistance class (clause 7 and Annex A). Resistance time — the working time of the tester; tool changes shorter than 5 s are part of it. Total test time — the sum of resistance times, rest times, tool change times (e.g. a blunt saw blade) and observation times in the main test. Accessible opening — an opening through which a test block of the cross-section defined in point 6.7 passes.

TEST RIG AND TEAM (clause 4). Test rig as in EN 1628 — a 15 kN force at any point shall not cause a deflection of more than 5 mm. The test team comprises at least two people, of whom at least two are capable of performing the manual test and at least one is competent to record the data and observations for the report; only one person works in a given area of attack. Team members shall be mentally alert and motivated to a sustained attack, physically able, free from mobility impairments, with normal (corrected where necessary) vision, capable of reflecting current modus operandi of burglars with reasonable but not excessive force, and shall know the design of the products, hardware and tools; requirements for personnel — in accordance with EN ISO/IEC 17025:2017, point 6.2. Development includes reviewing the video records and the exchange of experience between laboratories and the police. Equipment: a chronometer for the resistance time, a chronometer for the total test time, measurement of temperature and humidity. The pre-test and the main test are fully video recorded (with a time code); the recording is not published without the permission of the applicant and the laboratory, and the laboratory takes the GDPR into account. Tolerances: time ±1 %, temperature ±1°, relative humidity ±5 %. When cylinders do not fulfil EN 1627:2021 (Table 3), the cylinder plug extraction test in accordance with Annex E is carried out.

TEST SPECIMEN (clause 5). A complete, functioning product mounted in a sub-frame in accordance with the manufacturer’s instructions (EN 1627:2021, clause 10) — doors and French windows at ground level, windows 800 mm above ground level; products installed in orientations other than vertical (e.g. rooflights) are tested in the orientation of intended use, and where several are possible — in the most vulnerable one. The specimen after the static and dynamic tests may be used in the pre-test if the earlier damage does not affect its result. Glazing as in EN 1628 (Table 1: from P4 A for RC 1 N–RC 2 to P8 B for RC 6). Specimen at least 8 h at 15–30 °C; hardware that can be disengaged without a key from the attack side is disengaged; the applicant supplies the specimen pre-fitted in the sub-frame with the maximum permitted installation gap, and the test rig does not support the joint line between the frame and the sub-frame.

PROCEDURE (clause 6). Sequence according to Annex B; the applicant provides information on risks caused by the electromechanical system. Room at 15–30 °C, relative humidity 30–70 %. In classes 2–4 the glass is not directly attacked to create an opening for templates E1–E4 — the glazing and infill retention system is attacked; in classes 5 and 6 the glass itself is attacked as well. For products with non-key operated lockable hardware on the non-attack side (e.g. panic exit devices, knob cylinders, non-key operated lockable handles, non-lockable window handles, switches, push-buttons) or with lockable window handles not complying with EN 1627:2021 (Table 3), it is checked whether, after penetrating the product (glazing included), the device can be operated to achieve an accessible opening — this must not succeed; electrical devices are tested in the state expected during an attempted attack (with power on or in the powerless state, according to the operating instructions); in classes RC 1 and RC 1 N this is tested with tools 1.2 or 1.10–1.13 of tool set A1 for 3 minutes of resistance time, in classes RC 2–RC 6 — with the appropriate tool set and time (details in Annex F). Areas of attack for products with moving elements: locking parts, moving parts, body of the element, building hardware, glazing and infill retention system and other relevant areas. Pre-test (6.5), main test (6.6), failure criteria (6.7) and tool sets A1–A6 (clause 7) — titles only in the fragment we read.

EDITION. EN 1630:2021 (CEN/TC 33) superseded EN 1630:2011+A1:2015; changes according to the foreword: updated references, new Annexes E (cylinder plug extraction) and F (products with non-key operated lockable hardware), template E4 in point 6.7 and updated figures in Annex A. In the iTeh catalogue (read on 28.10.2026) EN 1630:2021 has the status “Published” and the stage “9020 – Submission to 2 Year Review Enquiry”.

HOW MANY LABORATORIES AND IN WHAT FORM (copy of the accreditation scope database refreshed from the production server on 27.10.2026 and current PCA documents). Number 1630 appears in 12 records at 6 Polish laboratories: AB 014, AB 023 (seven entries), AB 035, AB 661, AB 1054, AB 1596. In the current PCA documents of these laboratories the standard occurs 12 times in total — as many as in the copy; no entry is suspended. Notations: “PN-EN 1630:2021-11” (AB 035, AB 661, AB 1596 — here next to PN-EN 1627:2021-11 with an asterisk), “PN-EN 1630:2021 z wyłączeniem załącznika E” (excluding Annex E; AB 014) and “PN-EN 1630” without a year (AB 023, AB 1054; at AB 023 once together with procedure PB LOW-019). The “Laboratories” tab (“PN-EN 1630”) shows 8 laboratories: these 6 Polish ones and 2 Czech ones (query of the tab on labcoda.pl, 28.10.2026).

WHAT THE LABORATORIES TEST (database copy and PCA documents, complete entries). Doors and openable and non-openable windows — product group 1, classes RC2–RC4, without Annex E (AB 014); building partitions with enhanced burglar resistance — “resistance to testing with the use of tools”, product group 1, classes 2 and 3 (AB 023), and in separate entries doors and door assemblies, grilles, windows, curtain walling, rooflights, continuous rooflights and roof hatches (with PB LOW-019) as well as shutters and blinds (AB 023); doors, windows and curtain walling — tools and power tools with a power of up to 2300 W, classes RC2–RC6 (AB 035); building partitions, classes RC2–RC6 (AB 1596); windows, doors and balcony doors (AB 1054); windows and doors up to 4000 mm wide and 2500 mm high (AB 661).

WHERE A SEEMINGLY CORRECT RESULT IS EASY TO GET. First — time: the resistance time is only the work of the tester (with short tool changes under 5 s), while the total test time also includes rests, tool changes and observation — confusing the two gives a false result. Second — glass: in classes 2–4 a direct attack on the glass does not count as a route to an opening, in classes 5 and 6 it does. Third — hardware on the non-attack side: a product with a handle or push-button operated without a key must withstand the test with penetration and operation of that device (Annex F). Fourth — cylinders not complying with EN 1627 (Table 3): Annex E applies, and a laboratory with Annex E excluded (AB 014) does not perform that part within its accreditation scope. Fifth — mounting: the standard requires the specimen pre-fitted with the maximum permitted installation gap and prohibits supporting the joint line between the frame and the sub-frame (point 5.2); a test with a smaller gap or a supported joint does not meet these conditions. Sixth — orientation: a rooflight may be mounted vertically for the static test (EN 1628, note to point 5.1), but for the manual test — in the orientation of intended use, and where several are possible — in the most vulnerable one (point 5.1.1). Seventh — the team: the result depends on people; the standard requires a team of at least two people with the described competences, continuous development and full video recording of the test.

WHAT WE DO NOT GIVE. The fragment of EN 1630:2021 we read ends at point 6.3.2. We do not give the attack side and attack height (point 6.4), the course of the pre-test and main test, the failure criteria and the dimensions of templates E1–E4 (points 6.5–6.7), the contents of tool sets A1–A6 and the resistance times for the classes (clause 7, Annex A), the examples of mounting arrangements (Annex D) or the details of Annexes B, C, E and F. We did not check references to the standard in legislation.

Method principle

The complete product mounted in a sub-frame is attacked manually with the tool set allocated to the resistance class (A1–A6) in defined areas of attack — locking parts, moving parts, body, hardware, glazing and infill retention — measuring the resistance time and the total test time and recording the whole test on video; the goal of the attack is an accessible opening — one through which a test block (templates E1–E4) of the cross-section from point 6.7 passes (EN 1630:2021, clauses 3–7; failure criteria of point 6.7 — title only in the fragment we read).
