Overview

WHAT THE STANDARD COVERS. The PKN catalogue card of PN-EN IEC 61547:2023-10 (English version) gives the scope: “This part of IEC 61547, which deals with electromagnetic immunity requirements, applies to lighting equipment within the scope of IEC Technical Committee 34, including apparatus such as lamps, luminaires and modules” — excluding components and modules intended to be built in and not replaceable by the end user, and equipment for which radio-frequency immunity requirements are formulated in other product standards (our translation from the Polish text of the card). We read the text in the sample of IEC 61547:2020 (edition 3.0, 2020-03) to the end of 5.1 (page 11) and in the sample of SIST EN IEC 61547:2023 (the text of EN IEC 61547:2023, i.e. IEC 61547:2020 without changes, with the European foreword); we do not have 5.2–5.8 (requirements for individual disturbances and ports — tables with test levels), Clause 6 (application of criteria) or Annex A (rationale for the levels). We also downloaded the sample of SIST EN 61547:2009 (the previous edition).

ACCORDING TO THE TEXT OF IEC 61547:2020 AND EN IEC 61547:2023 (forewords, Clauses 1–5.1). The standard was prepared by IEC TC 34 “Lighting”; the third edition replaces the second of 2009 after technical revision. Changes according to the foreword: scope extended to end-user replaceable modules and their combination with independent auxiliaries; clarification of module testing in a host system; increased electrostatic discharge and surge test levels for road and street lighting equipment; electrostatic discharges cover normal operation and handling; removal of the line-to-ground surge test for self-ballasted lamps up to 25 W. European foreword: dop 2023-12-08, dow 2026-03-08; the document supersedes EN 61547:2009 and was prepared under a standardization request of the European Commission and EFTA. Scope (1): immunity requirements for lighting equipment within the scope of IEC TC 34 (lamps, luminaires, modules); excluded are components and modules for building in that are not end-user replaceable, and apparatus for which radio-frequency requirements are given in other product standards, even with built-in lighting — examples in the note: backlighting of scales and indicators, SSL displays, cooker hoods, refrigerators, freezers, copiers, projectors, electronic switches for fixed installations, road vehicle lighting (CISPR 12), aviation and airfield lighting; in multifunction equipment with an independent lighting function only that function is tested; with wireless control the test is limited to the lighting control, and radio properties are not assessed; the requirements are based on the residential, commercial and light-industrial environment of IEC 61000-6-1:2016, modified to lighting practice; higher immunity — by agreement between supplier and purchaser. Definitions (3): ports — enclosure, AC and DC power, load, signal and control; end-user replaceable module (e.g. ignitor, control gear, ELV lamps, control unit, LEDni and LEDsi modules, sold separately); road and street lighting — roads, streets, tunnels and other public outdoor areas, total height at least 2,5 m above ground; lighting equipment (also the lighting part of multifunction equipment, UV and IR equipment); stand-by mode — light source off but still powered. Assessment (4.1): as applicable, the luminous intensity of the luminaire or source and the control functions (switching, level, colour, wireless control) are assessed; the test report gives the functions and criteria for each test; the effect of disturbances on life is not assessed. Criteria (4.2): A — during the test the luminous intensity does not change and the control works; B — any change during the test, return to the initial value within 1 min after the test (30 min for high-pressure discharge lamps), the control may not work during the test, and after it the same mode shall remain if no commands were given; C — any change, the source may go out, within 30 min after the test all functions shall return, if necessary by temporarily interrupting the supply or using the control; for equipment with an ignition device additionally: after the test switch off for 30 min and switch on — it shall ignite and operate. Luminous intensity assessment (4.3): visual observation or measurement with an illuminance meter on the axis perpendicular to the main plane, in the centre, at a distance appropriate for the meter; luminous intensity is regarded as unchanged when the deviation during and after the test does not exceed 15 %; in stand-by mode the change shall be less than 5 % of the maximum luminous intensity; ambient light shall not affect the measurement. Requirements (5.1): given port by port in 5.2–5.8 (electrostatic discharge, continuous and transient, radiated and conducted, mains-related disturbances); DC ports supplying control are treated as signal ports; tests are carried out one at a time, in any order; omission of a test based on analysis is recorded in the report; generators and set-ups according to the basic standards, levels mostly according to level 2 of those standards (rationale in Annex A); modules are tested mounted in a representative host (luminaire or reference system), with ports terminated and functions activated, with EMI protection if required by the manufacturer; the description of the host goes into the report; self-ballasted lamps are tested in reference luminaires according to CISPR 15:2018 Annex A; cables between the module and other equipment — 3 m unless the manufacturer specifies otherwise; for electrostatic discharge the host requirements are different (5.2.2) — here the sample ends.

The card of PN-EN 61547:2009 (English version, 20 pages) has the “Withdrawn” heading: withdrawal date 31-10-2023, “Replaced by: PN-EN IEC 61547:2023-10 – English version”; it introduced EN 61547:2009 and IEC 61547:2009, was linked to Directive 2014/30/EU and itself replaced PN-EN 61547:2002.

HOW MANY LABORATORIES AND IN WHAT FORM (copy of the accreditation scope database, data up to 17.09.2026, read 02.10.2026). The number 61547 appears in 16 records at 6 laboratories: AB 003, AB 012, AB 022, AB 197, AB 245, AB 1555. In the current scopes on the PCA website (read 02.10.2026, issues from 13.02.2026 to 08.09.2026) only the current edition is given by AB 003 (PN-EN IEC 61547:2023-10, EN IEC 61547:2023, IEC 61547:2020); both editions — PN-EN 61547:2009 and PN-EN IEC 61547:2023-10 — by AB 012 and AB 245; only the withdrawn PN-EN 61547:2009 — by AB 022, AB 197 and AB 1555. In the scope of AB 197 (issue No 24 of 15.06.2026) the immunity test to radiated radio-frequency electromagnetic field (80–1 000 MHz, up to 10 V/m) with PN-EN 61547:2009 is printed in bold italics — accreditation in this part was suspended at the request of the body from 15.06.2026 to 12.12.2026; the other four lines of AB 197 with this standard are not marked so. WHAT THE LABORATORIES TEST (PCA entries). AB 003 — electrical lighting equipment and similar equipment: immunity. AB 012 — equipment for general lighting purposes: immunity to electrical fast transients, to surges (230 V AC port) and to voltage dips, short interruptions and voltage variations. AB 022 — low-voltage electrical machines and equipment, including lighting: electrostatic discharges (contact and air, ± 30 kV), electrical fast transients, surges, radio-frequency induced disturbances, dips and interruptions (next to PN-EN 61000-6-1, 61000-6-2 and the PN-EN 50121 series). AB 197 — electrotechnical machines, equipment and products, including electrical lighting equipment: electrostatic discharges, radio-frequency field (suspended), electrical fast transients, surges, conducted disturbances — direct method (next to the basic standards PN-EN 61000-4-x and PN-EN 55014-2). AB 245 — lamps, auxiliaries and luminaires supplied from the low-voltage mains or batteries: electromagnetic immunity without power-frequency magnetic field immunity and without voltage dips, short interruptions and variations. AB 1555 — lighting equipment: electrostatic discharges (2–15) kV, radio-frequency field (80–6 000) MHz, electrical fast transients (0,5–4) kV, surges (0,5–4) kV, voltage dips 0 %, 40 %, 70 %, 80 % UT.

WHERE A SEEMINGLY CORRECT RESULT IS EASY TO GET. Edition: the 2020 edition increases the electrostatic discharge and surge levels for road and street lighting equipment, extends discharge testing to handling and removes the line-to-ground surge for self-ballasted lamps up to 25 W — a result obtained according to the 2009 edition has to be read with that edition; three laboratories have only the withdrawn edition in their scope. Criterion: B allows any change during the test, but the luminous intensity shall return within 1 min (30 min for high-pressure discharge lamps); equipment with an ignition device has to be switched off for 30 min after the test and switched on again (4.2). Luminous intensity measurement: a deviation of up to 15 % still counts as “unchanged”, in stand-by mode the limit is 5 %, and ambient light shall not affect the reading (4.3). Modules: a module is tested in a representative host, which has to be described in the report; cables 3 m unless the manufacturer specifies otherwise (5.1). Omitted tests: omitting a test on the basis of analysis has to be recorded in the report (5.1). Suspension: at AB 197 the radio-frequency field test is suspended until 12.12.2026.

WHAT WE DO NOT STATE. We do not have 5.2–5.8, Clause 6 or Annex A: test levels and tables for individual ports (discharge voltages, field strengths, amplitudes of transients and surges, dip values), the assignment of criteria A, B, C to individual tests or the host requirements for electrostatic discharge — so we do not state these numbers. The numerical ranges in the paragraph on laboratories are entries from accreditation scopes, not requirements of the standard.
