Overview
WHAT THE STANDARD COVERS. According to the catalogue card of EN 60601-1:2006 in the iTeh catalogue (read on 10.10.2026; the sample does not include the text of clause 1) the standard contains requirements for basic safety and essential performance that are generally applicable to medical electrical equipment; for some types of equipment these requirements are supplemented or modified by a collateral or particular standard, and where particular standards exist, this standard should not be used alone. EN 60601-1:2006 introduces IEC 60601-1:2005 (edition 3); it was prepared by IEC subcommittee SC 62A, and CENELEC approved it on 12.09.2006 (date of implementation at national level 01.07.2007, of withdrawal of conflicting standards 01.06.2012). European foreword: the standard supersedes EN 60601-1:1990 with its amendments, is significantly restructured, the requirements of the electrical part were brought closer to EN 60950-1 (information technology equipment) and a requirement for a RISK MANAGEMENT process was added; it covered the essential requirements of Directives 90/385/EEC and 93/42/EEC (Annex ZZ). The "Scope" field of the PKN card of PN-EN 60601-1:2011, in full (our translation): "This International Standard applies to the BASIC SAFETY and ESSENTIAL PERFORMANCE of MEDICAL ELECTRICAL EQUIPMENT and MEDICAL ELECTRICAL SYSTEMS, hereafter referred to as ME EQUIPMENT and ME SYSTEMS. If a clause or subclause is specifically intended to be applicable to ME EQUIPMENT only, or to ME SYSTEMS only, the title and content of that clause or subclause will say so. If that is not the case, the clause or subclause applies both to ME EQUIPMENT and to ME SYSTEMS. HAZARDS inherent in the intended physiological function of ME EQUIPMENT or ME SYSTEMS within the scope of this standard are not covered by specific requirements in this standard except in 7.2.13 and 8.4.1. NOTE See also 4.2. This standard can also be applied to equipment used for compensation or alleviation of disease, injury or disability. In vitro diagnostic equipment that does not fall within the definition of ME EQUIPMENT is covered by the IEC 61010 series of standards. This standard does not apply to the implantable parts of active implantable medical devices, which are covered by ISO 14708-1" (without a full stop on the card).
STRUCTURE OF THE STANDARD (table of contents of EN 60601-1:2006 from the sample). 4 general requirements (including components of equipment, power input); 5 general requirements for testing (ambient conditions, supply, sequence of tests); 6 classification (including sterilization, suitability for use in an oxygen-rich environment); 7 identification, marking and accompanying documents (marking on the outside and inside, symbols, colours of the insulation of conductors); 8 protection against electrical hazards (fundamental rule of protection against electric shock, power sources, classification of APPLIED PARTS, limitation of voltage, current and energy, separation of parts, protective earthing, LEAKAGE CURRENTS and PATIENT AUXILIARY CURRENTS, insulation, creepage distances and air clearances, wiring and mains parts); 9 mechanical hazards (including noise and vibration); 10 unwanted radiation (X-ray, particle, microwave, visible, infrared, ultraviolet); 11 temperatures and other hazards (overflow, spillage, ingress of water and particulate matter, cleaning, biocompatibility); 12 accuracy of controls and instruments, usability, alarm systems, protection against hazardous outputs; 13 hazardous situations and single fault conditions; 14 programmable electrical medical systems (PEMS), risk management process; 15 construction (mechanical strength, components); 16 ME systems (enclosures, interruption of the power supply, connections); 17 electromagnetic compatibility of ME equipment and ME systems. HOW MANY LABORATORIES AND IN WHAT FORM (copy of the accreditation scope database of 10.10.2026 and current PCA documents read on 10.10.2026). The number 60601-1 (without a further part element) appears in 53 records at 8 laboratories: AB 904 (25 records), AB 197 (19), AB 1555 (4), AB 003, AB 022, AB 1340, AB 1552 and AB 1604 (1 each); the standard is present in all 8 current PCA documents, no entry is suspended. The "Laboratories" tab searches for "PN-EN 60601-1:" (with a colon) and shows the same 8 laboratories; without the colon two laboratories with only collateral standards of this series (60601-1-x) would be added. AB 1552 limits the scope to selected clauses ("pkt. 4.11; 5.7; 7.1.3; 8.6.4; 8.8.3…"), and AB 1555 assigns entries to clauses 8.6, 8.7 and 8.8.
WHAT THE LABORATORIES TEST (copy and PCA documents). Subject: medical electrical equipment, at AB 197 and AB 1340 also medical systems. Quantities (the whole scope entry: test description and parameters): dielectric strength of insulation (AB 003, AB 022, AB 197, AB 904, AB 1340, AB 1552, AB 1555), leakage currents — earth, touch, patient (AB 003, AB 022, AB 197, AB 904, AB 1340, AB 1555), protective earth impedance or resistance (AB 003, AB 022, AB 197, AB 904, AB 1340, AB 1552; AB 197 and AB 904 with a current of at least 25 A, AB 003 up to 25 A; AB 1555 — earthing resistance), creepage distances and air clearances (AB 003, AB 022, AB 197, AB 904, AB 1340, AB 1552), power input (AB 003 up to 60 kW, AB 022, AB 197 up to 4.6 kW, AB 904 up to 9 kW, AB 1552, AB 1604 up to 3 kW), mechanical hazards and stability (AB 003, AB 022, AB 197, AB 904, AB 1340, AB 1552), durability and legibility of marking (AB 003, AB 197, AB 904, AB 1340, AB 1552), resistance to heat (AB 003, AB 022, AB 197, AB 904, AB 1340, AB 1552), humidity and humidity preconditioning (AB 003, AB 022, AB 1340, AB 1552), temperatures of parts of the equipment (AB 003, AB 022, AB 904, AB 1340), spillage and ingress of water, IP degree of protection (AB 904, AB 1340, AB 1552), insulation resistance (AB 003, AB 1555), protection against access to live parts (AB 003, AB 022), residual voltage and stored charge (AB 197, AB 1340), parameters during defibrillation (AB 197), photometric quantities and optical radiation (AB 022, together with PN-EN 13032-1 and CIE publications). AB 003 has all its tests in one entry "characteristics and properties for the purposes of safety of use assessment" and also cites in it the collateral standards 60601-1-6, 60601-1-8, 60601-1-11 and the particular standards 60601-2-3, 60601-2-5.
WHERE A SEEMINGLY CORRECT RESULT IS EASY TO GET. First — the general standard without the particular standard: for equipment covered by a particular standard of the 60601-2-x series the general requirements are modified or supplemented in it, so a test "according to PN-EN 60601-1" without checking the particular standard may apply the wrong limit. Second — amendments: the basic edition and its successive amendments (A1, A2, A11–A13) differ in their requirements; citing "PN-EN 60601-1:2011" alone without the amendments does not say against which state the test was carried out. Third — leakage currents: the value depends on the classification of the APPLIED PART, the conditions (normal condition and single fault condition) and the connection of the measuring device (Annex E) and of the supply circuit (Annex F); a result without these data cannot be compared with a limit. Fourth — an accreditation scope covering selected clauses (AB 1552) is not a full test of conformity with the standard.
WHAT WE DO NOT GIVE. From the sample we read the foreword, Annexes ZA and ZZ and the table of contents of EN 60601-1:2006, and from EN 60601-1:2006/A2:2021 — the title page and foreword. We do not give the content of the requirements or limits (e.g. permissible leakage currents, test voltages, creepage distances and clearances), the test procedures or the content of the individual amendments.
Method principle
Medical equipment (ME) or an ME system is checked against the general requirements for basic safety and essential performance, in the sequence of tests and under the conditions of clause 5 (Annex B), in normal condition and in single fault conditions: among other things, measurements of leakage currents and patient auxiliary currents, dielectric strength tests of insulation, protective earth impedance, assessment of creepage distances and clearances, marking and mechanical hazards; where a particular standard 60601-2-x exists, it is applied together with this standard (table of contents of EN 60601-1:2006; scope according to the iTeh card).
Applications
