⚡ Methods of measuring conducted disturbances (continuous and discontinuous disturbance voltage at mains terminals and ports) in the range 9 kHz – 30 MHz — basic EMC standard PN-EN 55016-2-1 (CISPR 16-2-1)
In short
A basic EMC standard (CISPR 16-2-1): methods of measuring disturbance phenomena in general in the range 9 kHz – 18 GHz, and in particular conducted disturbances 9 kHz – 30 MHz. The test is performed according to PN-EN 55016-2-1:2014-09 (wersja angielska; wprowadza EN 55016-2-1:2014 i CISPR 16-2-1:2014 [IDT]) ze zmianą A1:2017-12; Frequency range (from the card): in general 9 kHz – 18 GHz, conducted disturbances 9 kHz – 30 MHz. The procedure comprises 3 steps; it is used for: Measurements of conducted disturbances of electrical and electronic products — as the method for product standards (PN-EN 55011, PN-EN 55032, PN-EN IEC 55014-1 and others); 14 laboratories, Clicks (discontinuous disturbances) — AB 167, AB 171, AB 197; vehicles and their components — AB 082 with UN Regulation No 10.

Overview
WHAT THE STANDARD COVERS. The scope from the PKN catalogue card, quoted in full: "This part of CISPR 16 is a basic standard specifying methods of measuring disturbance phenomena in general in the frequency range 9 kHz to 18 GHz, and especially conducted disturbance phenomena in the frequency range 9 kHz to 30 MHz. NOTE In accordance with IEC Guide 107, CISPR 16 is a basic EMC publication for use by product committees of the IEC. As stated in Guide 107, product committees are responsible for determining the applicability of the EMC standard. CISPR and its sub-committees are prepared to co-operate with product committees in the evaluation of the value of particular EMC tests for specific products." (our translation of the Polish card). Amendment A1 (card of PN-EN 55016-2-1:2014-09/A1:2017-12) changes among others Clause 1, definitions in 3.1, subclauses 5.3, 5.4, 6.4.5, 7.1, 7.3 and 7.4 (with new 7.4.4.1–7.4.4.4) and 7.5, and adds subclause 7.5.2.5. The limits are given by the product standards that cite it.
STATUS (state of the cards on 29 September 2026). The card of PN-EN 55016-2-1:2014-09 (English version) has no withdrawal note — the standard is CURRENT. Published 23-09-2014, 118 pages, PKN technical committee KT 104 (Electromagnetic Compatibility), ICS 33.100.10 and 33.100.20; "Introduces: EN 55016-2-1:2014 [IDT], CISPR 16-2-1:2014 [IDT]"; it supersedes PN-EN 55016-2-1:2009 with its amendments A1, A2 and Ap1. Amendment A1:2017-12: published 11-12-2017, 20 pages, introduces EN 55016-2-1:2014/A1:2017 and CISPR 16-2-1:2014/AMD1:2017 [IDT]. In the field "Additional elements" the card lists amendment A1:2017-12 and corrigendum AC:2020-11 (we did not download the card of the corrigendum). The PKN search for "55016-2-1" (29 September 2026) shows the 2009 and 2005 editions labelled "Wycofana" (withdrawn).

PN-EN IEC 55014-1 and PN-EN 55016-2-3 (radiated disturbances) have separate entries in this knowledge base, as does PN-EN 55032.
WHAT WE DO NOT GIVE. We did not have the text of the standard — PKN sells it (118 pages). We do not give the measurement set-ups (artificial networks, current and voltage probes), the procedures for measuring clicks, the requirements for the test site or the content of amendment A1 beyond the list of changed clauses.
Method principle
According to the card, the basic standard specifies methods of measuring disturbances in general in the range 9 kHz – 18 GHz, and especially conducted disturbances 9 kHz – 30 MHz; the limits are given by product standards. In accreditation scopes laboratories use it to measure continuous and discontinuous disturbance voltage (clicks) at the mains terminals and telecommunication ports and conducted emissions of vehicles. We DO NOT GIVE the set-ups and procedures — we did not have the text of the standard.
