⚡ Methods of measuring radiated disturbances (disturbance field strength) in the range 9 kHz – 18 GHz — basic EMC standard PN-EN 55016-2-3 (CISPR 16-2-3)

Electronics and EMC PN-EN 55016-2-3

In short

A basic EMC standard (CISPR 16-2-3): methods of measuring radiated disturbances in the range 9 kHz – 18 GHz; for measurement uncertainty it refers to CISPR 16-4-1 and 16-4-2. The test is performed according to PN-EN 55016-2-3:2017-06 (wersja angielska; wprowadza EN 55016-2-3:2017 i CISPR 16-2-3:2016 [IDT]) ze zmianami A1:2020-01 i A2:2024-03; Frequency range (from the card): 9 kHz – 18 GHz; uncertainty — CISPR 16-4-1 and 16-4-2. The procedure comprises 4 steps; it is used for: Radiated emission measurements of electrical and electronic products — as the method for product standards (PN-EN 55011, PN-EN 55032, PN-EN IEC 55014-1 and others); 15 laboratories, Vehicles and their components — AB 082 (ALSE method, 30 MHz – 18 GHz); military equipment — AB 1132 (30 MHz – 6 GHz, SAC chamber).

Overview

WHAT THE STANDARD COVERS. The scope from the PKN catalogue card, quoted in full: "This part of CISPR 16 specifies methods of measuring radiated disturbance phenomena in the frequency range 9 kHz to 18 GHz. Aspects of measurement uncertainty are specified in CISPR 16-4-1 and CISPR 16-4-2. NOTE In accordance with IEC Guide 107, CISPR 16-2-3 is a basic EMC publication for use by product committees of the IEC. As stated in Guide 107, product committees are responsible for determining the applicability of the EMC standard. CISPR and its sub-committees are prepared to co-operate with product committees in the evaluation of the value of particular EMC tests for specific products." (our translation of the Polish card). It is a method standard, not a product standard: the limits and the operating conditions of equipment are given by the product standards that cite it. Amendment A2 (card of PN-EN 55016-2-3:2017-06/A2:2024-03, in full): "Changes were made in Clause 2, subclauses 3.1, 7.1.1, 7.1.2.1, 7.3.1, 7.7.2.1, A.1, A.4.2, F.2.4 and in the Bibliography, and a new subclause 7.11 was added."

STATUS (state of the cards on 29 September 2026). The card of PN-EN 55016-2-3:2017-06 (English version) has no withdrawal note — the standard is CURRENT. Published 13-06-2017, 112 pages, PKN technical committee KT 104 (Electromagnetic Compatibility), ICS 33.100.01; "Introduces: EN 55016-2-3:2017 [IDT], CISPR 16-2-3:2016 [IDT]"; it supersedes the 2010 edition (English and Polish) with its amendments A1, A2, AC and Ap1. Amendment A2: published 12-03-2024, 18 pages, introduces EN 55016-2-3:2017/A2:2023 and CISPR 16-2-3:2016/AMD2:2023 [IDT]. The PKN search for "55016-2-3" (29 September 2026) also shows amendment A1:2020-01 and the 2010, 2007 and 2005 editions — the latter labelled "Wycofana" (withdrawn).

WHAT WE DO NOT GIVE. We did not have the text of the standard — PKN sells it (112 pages). We do not give the test sites (OATS, SAC, FAR, GTEM), the measuring distances, the site validation requirements, the measurement procedures or the content of amendments A1 and A2 beyond the list of changed clauses.

Method principle

According to the card, the basic standard specifies methods of measuring radiated disturbances in the range 9 kHz – 18 GHz and refers to CISPR 16-4-1 and 16-4-2 for measurement uncertainty; the limits and test conditions are given by the product standards that cite it. In accreditation scopes laboratories use it to measure the disturbance field strength — usually 30 MHz – 6 GHz, in an anechoic chamber or GTEM cell, and vehicles by the ALSE method. We DO NOT GIVE the procedures and test sites — we did not have the text of the standard.

Frequently asked questions

Which standard describes this test?

The test is performed according to PN-EN 55016-2-3:2017-06 (wersja angielska; wprowadza EN 55016-2-3:2017 i CISPR 16-2-3:2016 [IDT]) ze zmianami A1:2020-01 i A2:2024-03 — “Specification for radio disturbance and immunity measuring apparatus and methods — Part 2-3: Methods of measurement of disturbances and immunity — Radiated disturbance measurements”.

How does this method work?

According to the card, the basic standard specifies methods of measuring radiated disturbances in the range 9 kHz – 18 GHz and refers to CISPR 16-4-1 and 16-4-2 for measurement uncertainty; the limits and test conditions are given by the product standards that cite it. In accreditation scopes laboratories use it to measure the disturbance field strength — usually 30 MHz – 6 GHz, in an anechoic chamber or GTEM cell, and vehicles by the ALSE method.

What is the measuring range and accuracy?

STATUS (state of the cards on 29 September 2026): PN-EN 55016-2-3:2017-06 is current; amendments A1:2020-01 and A2:2024-03; Edition (from the PKN card): PN-EN 55016-2-3:2017-06, English version; published 13-06-2017, 112 pages, KT 104 (Electromagnetic Compatibility), ICS 33.100.01; introduces EN 55016-2-3:2017 and CISPR 16-2-3:2016 [IDT]; Frequency range (from the card): 9 kHz – 18 GHz; uncertainty — CISPR 16-4-1 and 16-4-2; Reach in accreditation scopes (read on 28 September 2026): 15 laboratories, 28 entries; "Laboratories" tab (record beginning with "PN-EN 55016-2-3") — 13, the same on the production server (29 September 2026).

How long does the test take?

The procedure comprises 4 steps. The standard does not give a duration for every stage — the laboratory's own procedure decides.

What equipment is required?

Semi-anechoic chamber (SAC) or GTEM cell, Measuring receiver and antennas.

Where is this test used?

Radiated emission measurements of electrical and electronic products — as the method for product standards (PN-EN 55011, PN-EN 55032, PN-EN IEC 55014-1 and others); 15 laboratories; Vehicles and their components — AB 082 (ALSE method, 30 MHz – 18 GHz); military equipment — AB 1132 (30 MHz – 6 GHz, SAC chamber).

What safety precautions apply?

The equipment under test operates under voltage; the safety rules of the station apply in measuring chambers; NOTE ON SUBSTANCE: this is a method standard — state the product standard when ordering a test; the laboratory's frequency range (usually up to 6 GHz) may be narrower than the 18 GHz of the standard.

Which laboratory can perform this test?

The test is performed by laboratories accredited to ISO/IEC 17025. On LabCoda you can find them by the standard number PN-EN 55016-2-3.
