WHAT THE STANDARD COVERS. Scope from the PKN card of the 2021-08 edition, in full (our translation): "This part of CISPR 14 specifies the electromagnetic immunity requirements in the frequency range 0 Hz to 400 GHz that apply to the electric appliances, electric tools and similar apparatus specified below, powered by AC or DC (including battery). This document specifies immunity requirements for continuous and transient electromagnetic disturbances, both conducted and radiated. Unless otherwise specified, this document applies to all equipment within the scope of CISPR 14-1, namely • household appliances or similar apparatus; • electric tools; • similar apparatus; Microwave ovens for domestic use or catering are also within the scope of this document. Equipment incorporating radio transmit/receive functions is within the scope of this document. Excluded from the scope of this document are: - equipment for which all electromagnetic immunity requirements are explicitly formulated in other CISPR or IEC standards; - equipment intended to be part of the fixed electrical installation of buildings (e.g. fuses, circuit breakers, cables and switches); - medical electrical equipment, including equipment within the scope of CISPR 14-1; - equipment used only in an industrial environment; - equipment intended to be used exclusively in locations where special electromagnetic conditions exist (e.g. high electromagnetic fields near broadcast transmitting stations or high-energy pulses near power stations); - equipment intended to be used exclusively in vehicles, ships, boats or aircraft; - the effects of electromagnetic phenomena relating to the safety of equipment (see the IEC 60335 series); Also excluded from the scope of this document are single-phase AC equipment with a rated voltage higher than 250 V between phase and neutral and multi-phase AC equipment with a rated voltage higher than 480 V. Abnormal operation of equipment, such as with simulated faults in the electrical circuits during testing, is not taken into account." ACCORDING TO THE 2020 EDITION (foreword, introduction, table of contents, Clauses 1–3). CISPR 14-2:2020 was prepared by CISPR subcommittee F (interference relating to household appliances, tools, lighting equipment and similar apparatus); it is the third edition, a technical revision of the second edition of 2015, with the status of a product family standard. IEC page: edition 3.0 of 31.08.2020, 32 pages, stability date 2026. Significant changes from 2015: a) frequency range of radiated immunity extended above 1 GHz; b) advanced categorisation of equipment; c) revised general test conditions and new specific test conditions (e.g. for robotic equipment); d) clarified requirements for equipment incorporating radio functions; e) requirements for wired network ports; f) revised and new definitions; g) requirements on statistical evaluation deleted; h) alignment with CISPR 14-1. Introduction: uniform immunity requirements, test specifications, references to basic standards, standardised operating conditions, performance criteria and interpretation of results. Examples within the scope: equipment for typical housekeeping functions in the dwelling and the garden, in shops and offices, on farms, in hotels, for induction cooking and air conditioning; hand-held and transportable tools and lawn and garden machinery; similar apparatus — including external power controllers using semiconductor devices, motor-driven electro-medical equipment, electric and electronic toys, personal care and beauty care appliances, goods-dispensing and entertainment machines, projectors, battery chargers and external power supplies, electric fence energisers. ACCORDING TO THE 2015 EDITION (this edition is introduced by PN-EN 55014-2:2015-06; sample up to 5.3). The second edition replaced the first edition of 1997 with its amendments of 2001 and 2008. Changes from 1997: the note exempting contacts of plugs and sockets was removed from the electrostatic discharge test; the tables for DC power ports for injected currents were aligned with the generic standards; for large EUTs with a single mains cable the set-up of Figure 2 applies, not that of Annex F of IEC 61000-4-6:2013; IEC 61000-4-22 was introduced as an alternative method for the radiated immunity test; line-to-earth surges are not applied to products without provision for earthing. Radio-frequency fields — from 80 MHz to 1000 MHz (table of contents, 5.5). Categories (Clause 4): I — apparatus without electronic control circuitry; II — including transformer toys and mains-powered appliances, tools and heating appliances with electronic control circuitry with a clock frequency not higher than 15 MHz; III — apparatus not connected to the mains in normal use and without cables (if charged from the mains, it is also tested as category II); IV — all others. Clause 9 of the 2015 edition covered the evaluation of a single product and statistical evaluation.

WHERE A SEEMINGLY CORRECT RESULT IS EASY TO GET. First — edition: 4 of the 9 laboratories cite only withdrawn editions; the 2020 edition has five categories of equipment instead of four, the radiated field up to 6 GHz instead of up to 1000 MHz, new requirements for wired network ports and conditions for robotic equipment, and clarified requirements for equipment with radio functions — a report according to the 2015 edition does not cover these changes. Second — radiated field: the AB 197 entry covers 80–1000 MHz (the range of the 2015 edition) and is suspended, AB 022 excludes the radiated field test — "compliance with the standard" without this test is incomplete. Third — designation: the notation "PN-EN 55014-2:2021-08" (AB 171, AB 295) does not appear in the PKN search, and the tab shows laboratories writing "PN-EN IEC 55014-2" under a different beginning from those writing "PN-EN 55014-2". Fourth — product standard versus method: the standard selects the tests, levels, operating conditions and performance criteria, while the way of performing the tests is in the basic standards IEC 61000-4-x in the editions dated in the references — citing the basic standard alone does not set the levels for household appliances. Fifth — items: the standard does not cover lighting (IEC 61547), multimedia equipment (CISPR 35), medical electrical equipment, equipment used only in industry, or single-phase equipment above 250 V and multi-phase equipment above 480 V. Sixth — evaluation: the set of tests depends on the category of the equipment (Clause 7), and the result is evaluated according to the performance criteria (Clause 6, Annex A) — a result without the category and the criterion is not comparable.

WHAT WE DO NOT GIVE. The sample of the 2020 edition ends with the definitions (3.2.28): we do not give the test levels and conditions from the tables of Clause 5, the definitions of categories I–V, the performance criteria, the rules for applying the tests to the categories, the test conditions for specific equipment or the requirements for the report. We do not transfer the test levels of the withdrawn 2015 edition (visible in the sample up to 5.3).

Household and similar appliances, electric tools, toys, battery chargers and external power supplies, microwave ovens — in the scopes of 9 laboratories; Assessment of the conformity of products with EMC immunity requirements — alongside emission according to PN-EN IEC 55014-1 (8 of these 9 laboratories have both); Robotic equipment (e.g. robotic cleaners) and equipment with radio functions — test conditions added or clarified in the 2020 edition.

What safety precautions apply?

The equipment under test operates at mains voltage, and surges and fast transients are injected into its supply — electrical safety rules at the test station; SUBSTANTIVE NOTE: four laboratories have only withdrawn editions in their scopes (AB 012, AB 197, AB 207, AB 245); a result according to the 2015 edition does not cover the radiated field above 1000 MHz or the requirements added in 2020.
