PCA launches accreditation of CBAM data verifiers — applications on form FA-01 with annex FAVG-01, requirements in programme DAVG-01
On 18 May 2026 the Polish Centre for Accreditation (PCA) announced (communication No 474) that it is extending its activity to the accreditation of bodies verifying data for Regulation (EU) 2023/956 establishing the carbon border adjustment mechanism (CBAM). PCA invites applications.
- The requirements are set out in the List of accreditation requirements for verification and validation bodies — an annex to accreditation programme DAVG-01 (edition 18). Together with the communication PCA published new editions of Annex 2 (model accreditation scope for a verification body, ed. 8) and Annex 3 (rules for witnessing and assessing verification processes, ed. 7). Applications are made on form FA-01 with a completed FAVG-01, and processes follow DA-01.
- The competence assessment takes into account where the bodies operate, guidance from the European Cooperation for Accreditation and arrangements with national regulators. PCA runs it as a pilot, depending on progress in implementing the procedure, and says it will promptly inform bodies of any changes in conditions.
- EU-wide conditions for accrediting CBAM verifiers are laid down in Commission Delegated Regulation (EU) 2025/2551 of 20 November 2025. Its Annex I divides the accreditation scope into goods groups: I — calcined clay, cement clinker, cement and aluminous cement; II — hydrogen and ammonia; III — nitric acid; IV — urea and mixed fertilisers; V — sintered ore, pig iron, DRI and crude steel; VI — ferro-alloys; VII — unwrought aluminium; VIII — iron, steel and aluminium products.
- Separate activities are L — carbon capture, utilisation and storage (CCUS), LI — electricity imported into the customs territory of the Union and LII — indirect emissions. Regulation 2025/2551 also sets competence requirements for the CBAM lead auditor, CBAM auditor, independent reviewer and technical expert.
