“Pustułka” system in Kielce: a network of acoustic sensors is to monitor urban noise continuously and detect drones, street races and gunshots — GUM coordinates and is responsible for measurement data quality
On 29 June 2026 the “Pustułka System” project was presented at the Świętokrzyski Laboratory Campus of Poland’s Central Office of Measures (GUM) in Kielce, and a letter of intent on its implementation was signed. The consortium comprises GUM, the Provincial Police Headquarters in Kielce, the City of Kielce, the Chief Inspectorate of Environmental Protection and the ACK Cyfronet AGH computing centre; the investment is worth almost PLN 10 million.
- The system is based on a network of acoustic sensors placed along the main streets of Kielce and on building roofs, including critical infrastructure, connected by fibre optics, radio links or cellular networks. The same network is to monitor urban noise levels continuously while listening for signals characteristic of threats: drone flights, car races or gunshots.
- Detected events will go to a central data analysis system at ACK Cyfronet AGH, which will send the police notifications with an approximate location — to the duty officer and to patrols via a mobile app. GIOŚ will gain a permanent source of information on the city’s acoustic climate, and the city will get data visualisation tools. GUM, as the national metrology institution, coordinates the work and is responsible for measurement standards and data quality.
- According to GUM the system is to provide permanent noise monitoring infrastructure “to the highest applicable standards”; data exchange with other public bodies is to be possible, e.g. with the PANSA Drone Tower system for legally notified unmanned aircraft flights. The project has been accepted by the regional marshal’s office and assessed positively by the Ministry of National Defence.
- The partners have been working together informally since September 2025. In autumn 2026 the consortium is to apply for funding of the pilot from the Funds for Świętokrzyskie programme; full deployment in the province is planned for autumn 2028, and a nationwide system is being considered after the pilot.
