Veterinary border control from 1 October 2026: 11 new entries in the list, including prepared culture media for micro-organisms if they contain products of animal origin
On 1 October 2026 Poland’s Chief Veterinary Inspectorate reminded that Commission Implementing Regulation (EU) 2026/551 applies from that day. Eleven headings and CN codes were added to the list of goods presented for official controls at border control posts — including culture media for micro-organisms, immunological products from blood and fertilisers, in each case only with products of animal origin.
- The Commission Regulation of 13 March 2026 (OJ L of 16.3.2026) replaces in full the Annex to Implementing Regulation (EU) 2021/632, adopted under the Official Controls Regulation (EU) 2017/625. It entered into force 20 days after publication but applies from 1 October 2026 so that authorities and operators have time to adapt. According to recital 2 the aim is to remove ambiguity as to which consignments are subject to controls at border control posts.
- For laboratories the key entry is ex 3821 00 00 — prepared culture media for the development or maintenance of micro-organisms (including viruses) or of plant, human or animal cells — only those containing products of animal origin. The new Annex also covers ex 3822: diagnostic or laboratory reagents and certified reference materials, only products of animal origin, excluding medical devices and in vitro diagnostic medical devices within the meaning of Regulations (EU) 2017/745 and 2017/746.
- Other new entries according to the inspectorate: shellac and other natural resins — only the additive E904 used in the food industry (1301); nuts and seeds containing products of animal origin (2008 19); glucose syrup and maltodextrin containing such products, e.g. in coffee creamer foaming agents (2106 90 55); isolated peptides of animal origin (2933); immunological products — only blood of animal origin, and for 3002 13 also products made from it (3002 13, 3002 14, 3002 15).
- Further: fertilisers containing products of animal origin (3105 90), industrial fatty acids and fatty alcohols — only food additives of animal origin (3823) and chemical products of animal origin, e.g. intermediates for the pharmaceutical industry and food additives (3824). Consignments of these goods from outside the EU are presented for official controls at a border control post; the inspectorate refers to the full texts of Regulations 2026/551 and 2021/632.
