Toys: harmonised standards on formamide in foams and chlorinated flame retardants
Implementing Decision (EU) 2026/2032 adds to the list of harmonised standards for toys the new EN 71-15:2025 (formamide in foam toy materials) and EN 71-16:2025 (certain chlorinated phosphorus flame retardants: TCEP, TCPP, TDCP), as well as the revised EN 71-4:2020+A1:2025.
- The decision was adopted on 11 September and published on 14 September 2026; it amends the list in Decision (EU) 2023/740 under Directive 2009/48/EC and entered into force on publication.
- EN 71-15:2025 concerns the formamide content of foam toy materials, and EN 71-16:2025 three chlorinated phosphorus flame retardants — TCEP, TCPP and TDCP — in toy materials; both references are published for the first time.
- EN 71-4:2020+A1:2025 for experimental sets for chemistry and related activities replaces EN 71-4:2020; withdrawal of the old edition’s reference is deferred until 14 March 2028 to give manufacturers time to adapt their products.
- For toy testing laboratories these are two new chemical standards whose fulfilment gives a presumption of conformity with the directive’s safety requirements to the extent they cover them.
