Toys: EN 71-3:2019+A2:2024 (migration of certain elements) and EN 71-13:2021+A2:2024 (olfactory board games, cosmetic kits, gustative games) in the list of harmonised standards; the A1 editions until 16 June 2027
Commission Implementing Decision (EU) 2025/2519, published on 16 December 2025, enters in the list of harmonised standards for Directive 2009/48/EC on the safety of toys (Implementing Decision (EU) 2023/740) the amended standards EN 71-3:2019+A2:2024 (row 3a) and EN 71-13:2021+A2:2024 (row 9a). It deletes rows 3 and 9 with the A1 editions from 16 June 2027. A corrigendum of 13 March 2026 adds the missing prefix “EN” in row 3a.
- Basis: standardisation request C(2022) 7410 of 24 October 2022 to CEN and CENELEC; on that basis CEN amended EN 71-13:2021+A1:2022 and EN 71-3:2019+A1:2021, which led to the +A2:2024 editions. The decision recalls that Part III of Annex II to Directive 2009/48/EC lays down chemical requirements for the substances and mixtures of which toys are composed or which they contain; the Commission together with CEN assessed the new editions and found that they meet the requirements of the Directive.
- Dates: point 2 of the annex (new rows 3a and 9a) applies from the date of publication, point 1 (deletion of rows 3 and 9 with the A1 editions) from 16 June 2027, to give manufacturers time to adapt toys to the revised specifications. Until that date both editions of each standard confer a presumption of conformity.
- Background from base Decision (EU) 2023/740: the EN 71-13:2021+A1:2022 edition was aligned with Directives (EU) 2020/2088 and 2020/2089 — tables 1 and 2 were changed and a table 3 was added listing allergenic fragrances whose names must be given on the label, packaging or leaflet; the standard also specifies that cosmetic kits and gustative games must not be used by children under 36 months. Decision 2025/2519 does not describe what the A2 editions change — neither in EN 71-13 nor in EN 71-3.
- Corrigendum (13 March 2026, PL and EN): in row 3a, for “71-3:2019+A2:2024” read “EN 71-3:2019+A2:2024”. For laboratories testing the migration of elements from toy materials and olfactory toys, the reference conferring a presumption of conformity from 16 December 2025 is the +A2:2024 editions, and after 16 June 2027 only those.
