Construction products: Regulation 2026/1310 assigns assessment and verification systems to 35 product families — system 3 in 71 entries
Commission Delegated Regulation (EU) 2026/1310, published in the EU Official Journal on 28 August 2026, establishes under the new Construction Products Regulation (EU) 2024/3110 the applicable assessment and verification systems for product families and categories. Poland’s Building Research Institute (ITB) announced it on 2 September 2026.
- The systems must be set before harmonised technical specifications and European assessment documents start to apply; their choice takes account of the previous systems under Regulation (EU) No 305/2011, and the Commission notes that the act may need amending where work on standardisation requests and European assessment documents reveals specific needs.
- For horizontal characteristics the system is common: reaction to fire of cables in classes A, B or C — 1+; of products where a clearly identifiable production step improves reaction to fire — 1 for classes A–C and 3 for D–E; without such a step — 3; class F — 4; external fire performance of roofs and façades — 3; release of dangerous substances to soil and groundwater and content of dangerous substances — 2+; emissions to indoor air — 3; environmental sustainability — 3+.
- Annex III assigns systems in 246 entries for 35 product families — from precast concrete products and building hardware to fire protection products; system 3 is the most frequent (71 entries), followed by 2+ (61), 4 (60), 1 (45) and 1+ (9).
- Products that a separate delegated act deems to reach a performance level or class without testing or calculation (or without further testing) fall under system 4, which takes precedence over the systems in the other annexes. The regulation enters into force on the twentieth day after publication.
