Weighing fish in the EU: Regulation 2026/1932 sets minimum requirements for weighing systems — from 2030 including tamper detection and printed weighing proofs
Commission Implementing Regulation (EU) 2026/1932, published on 11 August 2026, lays down detailed rules on the weighing of fishery products and its control. All systems used for weighing must meet the minimum requirements of Annex I and be approved, calibrated and sealed in accordance with national law.
- The legal basis is Article 60 of Regulation (EC) No 1224/2009: fishery products are weighed by species immediately after landing, on systems approved by the competent authorities. The weighing operator is responsible for the accuracy of weighing and keeps weighing records for three years.
- General requirements of Annex I: the system must be suitable for accurately weighing the catch in question, placed on a stable and level surface (with exceptions for hanging scales and on-board weighing where tilting does not affect the result) and zeroed for the boxes, containers and pallets used or pre-programmed for their tare.
- Conveyor belt and batch weighing systems must have a counter of at least 8 digits recording the start and end of each weighing and the total, an automatic stop in case of malfunction and a zero function reset before each landing; remote access is not allowed, and a malfunction must be reported to the authorities within 24 hours. From 10 January 2030 they must also detect malfunctions and digital manipulation of weighing results.
- From 10 January 2030, where digital recording is not possible, weighbridges and — where labels are required — conveyor belt and batch systems must have a printing function for labels or weighing proofs. When on-board weighing is checked, a sample of boxes is reweighed in the presence of officials, its size depending on the number of boxes weighed on board; for drum sieves draining water from catches for industrial purposes, openings of no more than 10 mm and no more than 28 revolutions per minute are among the parameters set.
