Pressure equipment: 20 new references to harmonised standards, including welding and brazing procedure qualification; the previous editions leave the list on 2 April 2028
By Implementing Decision (EU) 2026/2211 of 1 October 2026, published in the Official Journal on 2 October, the Commission added 20 references to the list of harmonised standards under Directive 2014/68/EU: for shell boilers, refrigerating systems and heat pumps, LPG equipment, cryogenic vessels, and welding and brazing. One of them, EN 12953-6:2024, was listed with a restriction.
- The decision amends Annex I to Implementing Decision (EU) 2025/165 and enters into force on publication. According to recital 5, nineteen of the new standards meet the essential requirements of Annex I to Directive 2014/68/EU; the twentieth, EN 12953-6:2024, was published with a restriction.
- For laboratories and bodies qualifying joining procedures the key items are: EN ISO 15613:2025 (qualification based on a pre-production welding test), EN ISO 15614-5:2024 (arc welding of titanium, zirconium and their alloys), EN ISO 15614-11:2025 (electron and laser beam welding), EN ISO 17779:2025 (specification and qualification of brazing procedures), EN ISO 13585:2024 (qualification of brazers) and EN ISO 14732:2025 (examination of welding operators). The list also includes EN ISO 24664:2024 (calculation methods for pressure relief devices in refrigerating systems), EN 14129:2024 (pressure relief valves for LPG pressure vessels) and EN ISO 21009-2:2024 (operational requirements for cryogenic vessels).
- Restriction on EN 12953-6:2024 (equipment for shell boilers): compliance with clauses 5.1.6, 5.3.1, 5.6.1.1 and Annex F does not give a presumption of conformity with requirements 2.3, 2.10, 2.11.1 and point 5, second paragraph (a), of Annex I to the directive. Recital 9 points to shortcomings concerning exceeding allowable limits, safety accessories and protection against overheating. According to the EVS catalogue the standard has applied since 31 December 2024 and sets minimum requirements for equipment that automatically cuts off and locks out the energy supply when limits (pressure, temperature) are exceeded.
- Eighteen entries are deleted from the list, including EN ISO 15613:2004, EN ISO 15614-5:2004, EN ISO 15614-11:2002, EN ISO 13585:2012, EN 14129:2014, EN 12953-6:2011 and EN ISO 21009-2:2015, but the deletion applies only from 2 April 2028 so that manufacturers have time to move to the new editions.
