Personal protective equipment: EN 17487:2024 (permethrin-treated garments against tick bites) and four parts of EN 14404:2024 (knee protectors) in the list; EN 352-2:2020+A1:2024 (earplugs) without presumption as regards a label with the attenuation level
Commission Implementing Decision (EU) 2025/895, published on 16 May 2025, adds to the list of harmonised standards for Regulation (EU) 2016/425 on personal protective equipment (Implementing Decision (EU) 2023/941) five new and four amended standards, two of them with a notice limiting the presumption of conformity, and EN 50365:2023 on electrically insulating helmets with corrigendum AC:2024-09. The deletion of four old rows applies from 16 November 2026.
- New standards (request C(2020) 7924, amended by Decision C(2024) 2750): EN 14404-2:2024 (wearable knee protectors, type 1), EN 14404-3:2024 (individual combination of knee pads and garments, type 2), EN 14404-4:2024 (combination of interoperable knee pads and garments, type 2), EN 14404-6:2024 (kneeling systems, type 4; the Polish version: knee pads that are part of other equipment) and EN 17487:2024 (protective garments treated with permethrin). Amended: EN 352-2:2020+A1:2024 (earplugs), EN 353-2:2024 (guided type fall arresters including a flexible anchor line), EN 958:2024 (energy absorbing systems for via ferrata) and EN 17109:2020+A1:2024 (individual safety systems for rope courses).
- Limiting notices: EN 352-2:2020+A1:2024 does not require labelling indicating the noise attenuation level on the earplugs and therefore confers no presumption of conformity with point 3.5, second paragraph, of Annex II to Regulation 2016/425. For EN 14404-3:2024, in addition to clauses 5.5.1.1, 5.5.1.2, 5.5.5.1 and 5.5.5.2, clause 5.5.1.3 (dimensions of the protection zone) must also be met to obtain a presumption of conformity with point 1.3.1 (adaptation to the user’s morphology) — the Commission noted that this clause is not listed in Annex ZA of the standard. The EVS record of EN 14404-3:2024 repeats this notice.
- EN 17487:2024 according to the EVS record (valid from 31 December 2024; ICS 13.340.10 and 61.020): requirements and tests for garments covering at least the torso, arms and legs, in which the barrier protection against ticks is reinforced by industrial treatment of the fabrics, fibres or yarns with the biocide permethrin prior to confection; the requirements focus on nymphs of the tick Ixodes ricinus, and the garments are to be durable and safe for the user. The record notes that garments without permethrin offer some protection, but insufficient under high exposure.
- Dates: the new rows and the amended row 189.I (EN 50365:2023 with AC:2024-09) apply from the date of publication; the deletion of rows 21, 31, 67 and 175 (EN 352-2:2020, EN 353-2:2002, EN 958:2017, EN 17109:2020) applies from 16 November 2026. For laboratories testing hearing protectors: compliance with EN 352-2:2020+A1:2024 confers no presumption of meeting the requirement for a label with the attenuation level (point 3.5, second paragraph, of Annex II).
