RED: EN 302 065-4-1 V2.2.1 (UWB devices for building material analysis, 30 MHz–10.6 GHz) and five other ETSI standards in the list; EN 301 489-28 V2.1.1 (EMC of wireless digital video links) with restrictions — no emissions below 9 kHz and no clause 6
Commission Implementing Decision (EU) 2025/1741, published on 14 August 2025, enters in the list of harmonised standards for Radio Equipment Directive 2014/53/EU (Implementing Decision (EU) 2022/2191) four revised ETSI standards, two more specific UWB standards replacing the general parts 3 and 4 of EN 302 065 and — with two restrictions — the new EMC standard EN 301 489-28 V2.1.1. The deletion of six old rows applies from 14 February 2027.
- New and revised standards: EN 300 487 V2.2.1 (receive-only mobile earth stations ROMES, 1.5 GHz), EN 301 908-14 V17.1.1 (E-UTRA base stations, Release 17), EN 301 908-18 V17.1.1 (multi-standard radio MSR base stations, Release 17), EN 303 978 V2.2.1 (earth stations on mobile platforms ESOMP, 27.5–30.0 GHz and 17.3–20.2 GHz) and, replacing general parts: EN 302 065-3-1 V3.2.1 (UWB for vehicular access systems, 3.8–4.2 GHz or 6–8.5 GHz; instead of EN 302 065-3 V2.1.1) and EN 302 065-4-1 V2.2.1 (material sensing devices — building material analysis, 30 MHz–10.6 GHz; instead of EN 302 065-4 V1.1.1).
- Restrictions on EN 301 489-28 V2.1.1 (row 181): the standard does not address emission requirements below 9 kHz and therefore confers no presumption of conformity in that band (notice 1); nor does it confer a presumption of conformity with Article 3(1)(b) of the Directive (electromagnetic compatibility) “if its clause 6 is applied” (notice 2). Recital 7 justifies this by clause 6 laying down performance-based criteria on a subjective basis, without objectively verifiable criteria and specified limits, and limits the exclusion to clause 6 being applied “with such performance-based criteria” — notice 2 in the annex does not contain this qualification.
- EN 302 065-4-1 V2.2.1 according to the ETSI text (adopted on 18 February 2025, dow 30 November 2026): technical characteristics, limits and methods of measurement for building material analysis (BMA) devices below 10.6 GHz in five categories — BMA1 narrowband under SRD regulations (2400–2483.5 MHz and 5725–5875 MHz) and BMA2–BMA5 using UWB technology, distinguished by modulation (TX1: FHSS, sequential hopping/stepping or FMCW; TX2: others) and by the use of the LBT mitigation technique.
- Transition: the deletion of rows 25, 71, 73, 87, 88 and 159 was deferred to give manufacturers time to adapt their equipment — point 1 of the annex applies from 14 February 2027. In the Polish version the annex amends „załącznik I do rozporządzenia wykonawczego (UE) 2022/2191” (implementing regulation), in the English version the “Implementing Decision”; Article 1 in both versions refers to the implementing decision. For EMC laboratories testing video links this means that results according to EN 301 489-28 V2.1.1 confer no presumption of conformity in the band below 9 kHz nor — where clause 6 is applied — with Article 3(1)(b).
