RED: 20 ETSI standards in the list, 9 with restrictions — including EN 303 687 (6 GHz RLAN: narrowband devices and test B.7.2 based on an undisclosed IEEE specification) and EN 301 406-2 (DECT-2020 NR); EN 301 893 V2.1.1 (5 GHz RLAN) until 15 May 2028, EN 303 098 (AIS personal locators) withdrawn
Commission Implementing Decision (EU) 2025/893, published on 15 May 2025, adds 20 ETSI standards — 11 without and 9 with restrictions — to the list of harmonised standards for Directive 2014/53/EU (Implementing Decision (EU) 2022/2191), changes the restrictions of three EMC standards and withdraws EN 303 098 V2.2.1. It deletes the old versions from 15 November 2026, and EN 301 893 V2.1.1 from 15 May 2028.
- Without restrictions: EN 301 908-23, -24 and -25 V15.1.1 (AAS and NR base stations, NR user equipment), EN 303 363-2 V1.1.1 (far field monitor of SSR radar), EN 303 661 V1.1.1 (ground-based synthetic aperture radar 17.1–17.3 GHz and 76–77 GHz), EN 303 753 V1.1.1 (wideband data transmission 57–71 GHz), EN 304 220-1 and -2 V1.2.1 (wideband SRD 863–868 MHz and 915.8–919.4 MHz) and the revised EN 301 893 V2.2.1 (5 GHz RLAN), EN 301 908-3 V15.1.1 and EN 302 064 V2.2.1 (wireless video links 1.3–50 GHz).
- With restrictions: the EMC standards EN 301 489-3, -17, -19, -54 and -52 V1.3.1 — no presumption for emissions below 9 kHz and for Article 3(1)(b) where clause 6 is applied; EN 301 406-2 V3.1.1 (DECT-2020 NR) — no objective criterion for minimum receiver performance (clause 4.4) for equipment that does not allow throughput and packet error rate testing, and no objective test conditions for transmitter unwanted emissions; EN 301 908-13 V13.3.1 — no total radiated sensitivity and total radiated power for equipment narrower than 56 mm or wider than 72 mm; EN 303 213-5-1 V2.1.1 — no maximum transmit output power requirements; EN 303 687 V1.1.1 (6 GHz RLAN) — insufficient coverage of narrowband devices and a test in clause B.7.2 based on an undisclosed IEEE specification (no presumption of conformity with Article 3(2)).
- EN 303 687 V1.1.1 according to the ETSI text (adopted on 27 June 2023, dow 31 March 2025): RLAN in the 5945–6425 MHz band in the LPI and VLP categories; a narrowband (NB) device is a VLP device operating with a bandwidth below 20 MHz (clause 3.1), and OFDM test signal 1 in clause B.7.2 is a continuous sequence of data symbols as defined in IEEE 802.11ax-2021, clause 27. The restrictions on EN 301 489-12 V3.2.1 and -20 V2.2.1 concerning tolerances in the test set-up were withdrawn because expert group E03587 confirmed that the tolerances reflect the state of the art — but they received restrictions on emissions below 9 kHz and on clause 6.
- Withdrawals and dates: EN 303 098 V2.2.1 (maritime low power personal locating devices with AIS) does not take into account the requirements of Recommendation ITU-R M.2135 and decision ECC/DEC/(22)02 on autonomous maritime radio devices, so its reference was withdrawn with a deferral. Point 2 of the annex (deletion of rows 54, 70, 79, 84, 128 and 133) applies from 15 November 2026, point 3 (row 65) from 15 May 2028; recital 15 explains the longer period for EN 301 893 V2.1.1 by the complexity of the supply chain. In the Polish version the annex again amends „załącznik I do rozporządzenia wykonawczego (UE) 2022/2191” (implementing regulation).
