Construction products: Decision (EU) 2026/284 — new harmonised standards for heaters (EN 1-2, EN 16510-2-5, -2-7, -2-10) and permanent anchor devices EN 17235:2024, coexistence until 9 February 2027
Commission Implementing Decision (EU) 2026/284, published on 9 February 2026, adds five standards to the list of harmonised standards under Regulation (EU) No 305/2011: four for space heating appliances and EN 17235:2024 for permanent anchor devices and safety hooks. Manufacturers assess product performance according to harmonised standards.
- The new heating appliance standards replace earlier ones: EN 1-2:2025 (flued oil stoves with vaporising burners) replaces EN 1:1998 with A1:2007; EN 16510-2-5:2025 (slow heat release appliances) replaces EN 15250:2007 for storage heaters; EN 16510-2-10:2025 (log-fired sauna stoves) replaces EN 15821:2010. The coexistence period runs from 9 February 2026 to 9 February 2027.
- The new EN 16510-2-7:2025 covers multi-firing appliances burning wood logs and pellets. Because such appliances may carry CE marking under two standards — EN 13240:2001 (solid fuel roomheaters) and EN 14785:2006 (pellet appliances) — the decision clarifies that both continue to apply to them until the end of the coexistence period of EN 16510-2-7.
- EN 17235:2024 for permanent anchor devices and safety hooks was developed under mandate M/122; its coexistence period runs until 9 August 2027. Delegated Regulation (EU) 2025/695 requires these products to declare load-bearing capacity in the dynamic test and the ultimate load test, and for hooks also the result of the hook base test.
- Under Regulation 2025/695 the design value in the dynamic test to EN 17235:2024 must be at least 9.0 kN (classes 9 and 10.5 kN, and for systems with a horizontal flexible or rigid anchor line also 12.0 and 13.5 kN), and the measured value in the hook base test may not exceed 5 mm. Decision 2026/284 entered into force on publication so that manufacturers can apply the new standards as soon as possible.
