List of standards under the General Product Safety Regulation in one act: Decision (EU) 2026/901 — including the new EN 16156:2024 on cigarette ignition propensity, old editions until 27 October 2027
Commission Implementing Decision (EU) 2026/901, published on 27 April 2026, brings together in one act the references of European standards whose fulfilment gives a presumption of safety for consumer products under Regulation (EU) 2023/988 (GPSR). It repeals Decision (EU) 2019/1698, adopted under Directive 2001/95/EC.
- Conformity with a listed standard gives a presumption that a product meets the general safety requirement of Article 5 GPSR — for the risks the standard covers. Annex I includes standards for children’s cots and high chairs, soothers, safety barriers, changing units, gymnastic equipment and stationary training equipment; most set safety requirements and test methods.
- The new editions adopted by CEN are EN 915:2024 (asymmetric bars), EN 12196:2023 (gymnastic horses and bucks), EN 14988:2017+A2:2024 (high chairs) and EN 16156:2024 on the ignition propensity of cigarettes, developed under mandate M/425 based on Decision 2008/264/EC on fire safety requirements for cigarettes.
- The references of the superseded editions — EN 915:2008, EN 12196:2003, EN 14988:2017+A1:2020 and EN 16156:2010 — will only be withdrawn on 27 October 2027 (Annex II), to give economic operators time to prepare for applying the new editions. Until then Article 1 of Decision 2019/1698 continues to apply to those references.
- The decision entered into force on the day of publication, as the presumption of conformity runs from the date the reference is published in the Official Journal. The original list in Decision 2019/1698 (of 9 October 2019) included EN 915:2008, EN 12196:2003 and EN 16156:2010 “Cigarettes — Assessment of the ignition propensity — Safety requirement”.
