EU fertilising products: EN 17836:2024 “Fertilizers – Description of the forms of the physical unit” as row 3 of the list of harmonised standards for Regulation (EU) 2019/1009 — tests in line with the standard are deemed reliable and reproducible
Commission Implementing Decision (EU) 2025/2026, published on 10 October 2025, adds to the table of harmonised standards for Regulation (EU) 2019/1009 on EU fertilising products (Implementing Decision (EU) 2024/2387) row 3: EN 17836:2024 “Fertilizers – Description of the forms of the physical unit”. The decision entered into force on the day of publication.
- Basis: Article 13(2) of Regulation (EU) 2019/1009 requires tests for verifying the compliance of EU fertilising products with the requirements of Annexes I, II and III to be performed in a reliable and reproducible manner; tests in line with harmonised standards whose references have been published in the Official Journal are deemed reliable and reproducible to the extent covered by those standards.
- Route of the standard: standardisation request C(2020) 612 of 10 February 2020 to CEN; CEN drafted EN 17836:2024, and the Commission together with CEN assessed that the standard complies with the request and meets the requirements of Regulation (EU) 2019/1009. Compliance with the standard confers a presumption of conformity with the requirements of Article 13(2) from the date of publication of the reference; the decision deletes no rows and defers the application of no point.
- Scope according to the EVS-EN 17836:2024 record (valid from 1 August 2024; ICS 01.060 “Quantities and units” and 65.080 “Fertilizers”, assigned to Regulation 2019/1009): the standard specifies the description of the physical unit in organic, organo-mineral and inorganic fertilizers. The record gives no details of the methods.
- For laboratories testing EU fertilising products for conformity assessment, EN 17836:2024 is from 10 October 2025 a standard in the list of Decision (EU) 2024/2387 (row 3) giving a presumption of reliable and reproducible testing to the extent it covers. The Polish and English titles of the standard in the decision correspond to the title on the EVS record (“Fertilizers – Description of the forms of the physical unit”).
