Machinery: 21 harmonised standards (incl. EN 415-2:2025, EN 13852-1:2025, EN 17744:2025), restrictions on EN 474-1:2022 (test at 125 % and 110 % of Q1 and Q2) and EN 1501-5:2021, and a correction from “tall trees” to “tall branches” in the restriction on EN 50434
Commission Implementing Decision (EU) 2026/546, published on 13 March 2026, adds 21 standards — new and revised — to the list of harmonised standards for the Machinery Directive 2006/42/EC (Implementing Decision (EU) 2023/1586) and keeps EN 474-1:2022 (earth-moving machinery) and EN 1501-5:2021 (lifting devices of refuse collection vehicles) with restrictions. With retroactive effect from 13 January 2026 it also corrects the example in the restriction of row 622a (EN 50434, mains operated shredders and chippers).
- New standards (first request M/396): EN 415-2:2025 (packaging machines for pre-formed rigid containers), EN 1459-4:2020+A1:2025 (variable-reach rough-terrain trucks handling freely suspended loads), EN 15180:2025 (food depositors — safety and hygiene), EN 17076:2020+A1:2025 (anti-collision systems for tower cranes), EN 17639:2025 (cableway installations for the transport of material and specially designated persons) and EN 17923:2025 (pumps for harvesting must and grapes). From the second request M/471 (machinery for pesticide application) — EN 17744:2025: environmental protection requirements for dusters.
- Revisions and amendments replacing old editions: among others EN 81-43:2025 (lifts for cranes; was 2009), EN 415-8:2025 (strapping machines; 2008), EN 1459-1:2025 (2017), EN 13001-3-1:2025 (steel structures of cranes; 2012+A2:2018), EN 13155:2020+A1:2025 (non-fixed load lifting attachments; 2003+A2:2009), EN 13204:2025 (hydraulic rescue tools; 2016), EN 13852-1:2025 (offshore cranes; 2013), EN 14439:2025 (tower cranes; 2006+A2:2009), EN 15895:2025 (cartridge-operated fixing tools; 2011+A1:2018) and EN 15955-2:2025 (replacing EN 15954-2:2013 and EN 15955-2:2013). The deletion of 15 old rows applies from 20 January 2027.
- Restrictions: in EN 474-1:2022 the Commission identified an editorial shortcoming to the detriment of manufacturers using inherently safe maximum load limitation — the value “at 125 % of Q1 and Q2” in clause 4.12.7.2 is to be read as “at least at 100 % or up to a value of 125 % of Q1 and Q2 insofar as the tested machine can indeed attain a higher load”, and likewise 110 % in clause 4.12.7.3. After an assessment on 7 November 2025, EN 1501-5:2021 confers no presumption of conformity with points 1.1.7, 1.2.1 and 1.5.11 of Annex I (among others entanglement of the operator in the lifting device in automatic mode, human error in control systems, immunity to external radiation). The EVS records of both standards already show these restrictions.
- Correction (Article 2): in the restriction of row 622a the words “such as tall trees” are replaced by “such as tall branches” (in the Polish version „wysokie drzewa” → „długie gałęzie”); recital 16 speaks of an error in the example to be corrected retroactively, and Article 2 applies from 13 January 2026 — the publication date of Decision (EU) 2026/80, which introduced that restriction. For laboratories testing machinery the reference for the presumption of conformity is the new editions from the date of publication (until 20 January 2027 also the old ones) and, for EN 474-1, the load tests as worded in the restriction.
