Recreational craft: EN ISO 8665-2:2024 (power measurement and declaration for electric propulsion up to 24 m) and EN ISO 15085:2024 (falling overboard) in the list of harmonised standards; the 2003 edition with amendments A1 and A2 deleted from 13 August 2027
Commission Implementing Decision (EU) 2026/550, published on 13 March 2026, adds to the list of harmonised standards for Directive 2013/53/EU on recreational craft and personal watercraft (Implementing Decision (EU) 2022/1954) the new standard EN ISO 8665-2:2024 on power measurements and declarations for electric marine propulsion systems (row 9a) and the revised EN ISO 15085:2024 (row 50a). It deletes row 50 with the 2003 edition from 13 August 2027.
- Basis: standardisation request C(2015) 8736 to CEN and CENELEC; according to recital 2 the essential requirements of Directive 2013/53/EU are more stringent than those of the repealed Directive 94/25/EC. CEN drafted the new EN ISO 8665-2:2024 and revised EN ISO 15085:2003 (amended by A1:2009 and A2:2018). Both standards cover the requirements of Article 4(1) and Part A of Annex I to the Directive; the presumption of conformity applies from the date of publication of the decision.
- EN ISO 8665-2:2024 according to the EVS record (valid from 1 July 2024, ICS 47.080, assigned to Directive 2013/53/EU): requirements for determining the power of electric marine propulsion systems for documenting and checking the declared (rated) power published by the manufacturer; it applies to recreational craft and other small craft of up to 24 m hull length. Recital 4 of the decision calls it a new harmonised standard.
- EN ISO 15085:2024 according to the EVS record (valid from 1 October 2024; the record’s history also lists EVS-EN ISO 15085:2004 and amendment A2:2018): design, construction and strength of devices that minimise the risk of falling overboard, and requirements to facilitate unaided reboarding from the water. The standard does not cover falls within the deck zone, trapezes, or canoes, kayaks and personal watercraft (including powered surfboards).
- Transition: the withdrawal of the 2003 edition was deferred to give manufacturers time to prepare for the 2024 edition — point 1 of the annex (deletion of row 50) applies from 13 August 2027. For laboratories and notified bodies measuring the power of electric propulsion of small craft, EN ISO 8665-2:2024 is the reference conferring a presumption of conformity from 13 March 2026.
