Three formal objections to household appliance standards: EN 60335-2-60:2003 (whirlpool baths) withdrawn from 18 January 2027 after a Dutch objection of 2014, EN 60335-1:2012 without presumption for part of clause 20.2 (probe similar to test probe B), EN 60335-2-27:2013 with a notice on notes on classification
Commission Implementing Decision (EU) 2025/1457, published on 18 July 2025, settles three formal objections under Article 11 of Regulation (EU) No 1025/2012 to harmonised standards for Low Voltage Directive 2014/35/EU (Implementing Decision (EU) 2023/2723): by the Netherlands to EN 60335-2-60:2003, by Germany to EN 60335-1:2012 and by France to EN 60335-2-27:2013. It withdraws the first standard and keeps the other two with a restriction.
- EN 60335-2-60:2003 (whirlpool baths and whirlpool spas, with amendments A1, A2, A11 and A12): in December 2014 the Netherlands pointed out that the standard insufficiently takes into account the installation principles of the IEC 60364 series, which for swimming pools and outdoor spa-type facilities increases the risk of electric shock (reduced body resistance, contact with earth potential). In 2021 CEN and CENELEC agreed a draft new standard with the Netherlands, but it has not been submitted to the Commission. The Commission found that point 1(c) in conjunction with points 2(a), (b) and (d) of Annex I is not met and withdraws the reference with a deferral.
- EN 60335-1:2012 (general requirements, with amendments up to A15:2021 and AC:2014): on 25 May 2023 Germany pointed out that the test device for the accessibility of moving parts, meant to reproduce the shape of a human hand, does not take into account the basic dimensions of the human body and is “only similar” to the device that should be used. Restriction in row 155a: the part of clause 20.2 which refers to the test probe that is similar to test probe B confers no presumption of conformity with point 2(c) of Annex I. The EVS record of this standard already repeats the restriction.
- EN 60335-2-27:2013 (appliances for skin exposure to ultraviolet and infrared radiation, with A1:2020, A2:2020 and AC:2021-11): on 6 July 2023 France pointed out that the classification of appliances by use and by user categories is not in line with the objectives of point 1(a) of Annex I. Notice in row 176a: the note of clause 6.Z101 and note 101 of clause BB.2 describe where and by which users the product classes may be used and therefore do not relate to placing on the market and confer no presumption of conformity. The Electrical Equipment Committee discussed all three objections on 25 June 2024.
- Dates: the new rows 155a and 176a apply from the date of publication; the deletion of rows 155, 176 and 206 (point 1 of the annex) applies from 18 January 2027. According to the EVS records, EN 60335-1:2012 and EN 60335-2-60:2003 were withdrawn in Estonia on 29 December 2023 (the records’ history lists EN IEC 60335-1:2023 and EN IEC 60335-2-60:2023 under that date), but keep the presumption of conformity until amended in the Official Journal. For laboratories testing household appliances: a result of the accessibility test of moving parts with the probe similar to test probe B in clause 20.2 confers no presumption of conformity with point 2(c) of Annex I.
