Review of food import controls (2019/1793): dried figs from Türkiye also for ochratoxin A (30 %), cumin seeds from Türkiye for pyrrolizidine alkaloids (50 %), moringa and yardlong beans from India with a certificate and analytical results, mycotoxin samples according to Regulation (EU) 2023/2782
Commission Implementing Regulation (EU) 2025/1441, published on 23 July 2025, replaces Annexes I, II and IV to Implementing Regulation (EU) 2019/1793 after the six-monthly review based on RASFF notifications and official controls in the second half of 2024 and updates references to repealed acts — among other things, sampling and analysis for mycotoxins are now carried out according to Implementing Regulation (EU) 2023/2782.
- Increases and new entries (pesticide residues): granadilla and passion fruit from Colombia — 20 %; vine leaves from Egypt — 50 %; mangoes from Egypt — new entry, 20 %; bottle gourd (Lagenaria siceraria) from India — new, 20 %; yardlong beans from Sri Lanka — 30 %; tomatoes from Türkiye — new, 20 %. Salmonella: tahini and halva of sesame seeds from Syria — 30 %. Annex II: dried figs, mixtures and fig products from Türkiye — aflatoxins 30 % and a new ochratoxin A hazard, also 30 %; cumin seeds from Türkiye — pyrrolizidine alkaloids, 50 %.
- Moves between annexes: moringa from India (30 %) and yardlong beans from India (50 %) move to Annex II — each consignment must be accompanied by an official certificate with the results of sampling and analyses attached, with a transitional period until 12 October 2025 for consignments dispatched before entry into force; spices from Ethiopia (aflatoxins) move to Annex I with checks at 30 %, without a certificate. Decrease: grapefruits from Türkiye from 20 % to 10 %.
- Changes in the articles: sampling and analysis for mycotoxins in food listed in Annexes I and II — according to Implementing Regulation (EU) 2023/2782 (which repealed Regulation (EC) No 401/2006); requirements for Annex II consignments — compliance with the maximum levels of mycotoxins under Regulation (EU) 2023/915 and Directive 2002/32/EC; provisions on pentachlorophenol and dioxins were deleted (no commodity was listed for them), as was point II.2.3 of the certificate model; point II.2.1 of the certificate covers aflatoxins and ochratoxin A. The derogation on the identification code on the outer bag of small packages is no longer limited to mycotoxins.
- Corrigenda (SPARQL): R(01) of 11 August 2025 corrects row 15 of point 1 of Annex II (Uganda, sesame seeds, Salmonella, 30 %) — the wording in the Polish version is identical to the original; R(02) of 13 November 2025 exists only in the German and Dutch versions. Continued in the next review, Regulation (EU) 2026/194: grapefruits from Türkiye were deleted from the list and pepper and Capsicum fruits from India (ethylene oxide) moved from Annex II to Annex I.
