Euro 7 in whole-vehicle type approval: four new items — low-temperature range, electrified vehicle system power, battery durability and brake particles
Commission Delegated Regulation (EU) 2026/1753, published on 24 September 2026, adds four Euro 7 items for passenger cars and light commercial vehicles (M1 and N1) to Annex II to Regulation (EU) 2018/858: the laboratory low-temperature test of electric vehicle range, determination of the system power of electrified vehicles, in-vehicle battery durability and brake particle emissions. The items were also added to the lists for special purpose vehicles.
- The new items GA19–GA22 in Part I of Annex II refer to Regulation (EU) 2024/1257 (Euro 7) and to the implementing regulations (EU) 2025/1706 — for low-temperature range, system power and battery durability — and (EU) 2026/1762 for brake particle emissions. According to the recitals, the change reflects technical progress in laboratory testing of electric vehicle range and power, in the measurement of brake particle emissions and in the measurement of minimum in-vehicle battery performance.
- In Part II, the list of UN Regulations recognised as alternatives, entries were added with references to UN Regulations Nos 83, 85, 154, 168, 177, 179 and 180. A combination of the relevant UN type-approval certificates is regarded as equivalent to the “Euro 7 A” emission standard, but the applicant must additionally provide the approval authority with the information set out in Appendix 3 to Annex I to Regulation 2025/1706.
- The minimum performance requirements for traction battery durability are laid down in Annex II to Regulation 2024/1257. For passenger cars (M1) — pure electric vehicles and off-vehicle charging hybrids — the energy-based requirement is 80% up to 5 years or 100,000 km and 72% beyond that up to 8 years or 160,000 km (whichever comes first); for light commercial vehicles (N1) it is 75% and 67% respectively.
- The act also adds item G3c for heavy-duty vehicles: on-board devices for monitoring fuel and electric energy consumption and determining the vehicle’s total mass (Implementing Regulation (EU) 2025/2161). Regulation 2026/1753 entered into force on the day after publication, i.e. on 25 September 2026.
