Euro 7: brake particle emission testing of cars and vans under UN Regulation No 179 instead of global technical regulation No 24 — Delegated Regulation (EU) 2026/1214
Commission Delegated Regulation (EU) 2026/1214 of 9 June 2026, published on 3 September 2026, replaces Table 4 of Annex III to Regulation (EU) 2024/1257 (Euro 7): compliance with brake particle emission limits for M1 and N1 vehicles is tested in accordance with UN Regulation No 179 on the laboratory measurement of brake emissions for light-duty vehicles instead of UN Global Technical Regulation No 24. The act entered into force on 23 September 2026.
- According to the recitals, UN Regulation No 179 reflects the latest technical progress and is based on data collected during Euro 7 brake testing. It covers, among other things, further harmonisation and improvement of the test environment, high-precision measurement of PM10, PM2.5 and particle number, testing of new technologies — brakes equipped with passive or active filters to reduce emissions — and the calculation of whole-vehicle brake emissions.
- Since Regulation No 179 comprehensively covers light-duty vehicle categories, the change applies to M1 and N1 vehicles and to Euro 7ext vehicles within the meaning of Article 5(2) of Regulation 2024/1257. UN Regulation No 179 was published in the Official Journal of the EU as act 2026/1044 of 18 May 2026.
- The limits are set in Annex I to Regulation 2024/1257: until 31 December 2029 brake PM10 emissions in the standard driving cycle are 3 mg/km for pure electric vehicles and 7 mg/km for other powertrains (M1 and N1 except N1 class III). Tables 5 and 6 for the period from 1 January 2030, applicable after a review, cover particle number (PN) in addition to PM10; no values are given in them yet.
- By 31 December 2027 the Commission is to submit a report to the European Parliament and the Council on brake particle emissions reviewing measurement methods and the state of the art, with a view to delegated acts setting the second-stage values (Article 18(5) of Regulation 2024/1257). The amendment of Table 4 was adopted under Article 15(1)(e) of that regulation.
