New list of commodities in the deforestation-free products rules
Delegated Regulation (EU) 2026/2102 amends the list of relevant commodities and products. Soluble coffee and some palm oil derivatives come into scope, cattle hides and retreaded tyres drop out.
- The regulation of 13 July 2026 amends the annex listing commodities in Regulation (EU) 2023/1115; the text was published in the Official Journal on 17 September 2026.
- Soluble coffee, certain palm oil derivatives and frozen beef tongues come into scope; cattle hides and skins, retreaded tyres, soya for sowing, rubber articles, transmission belts and aircraft and vehicle seats drop out.
- Exemptions of direct interest to laboratories are confirmed: samples and articles used for testing, waste, second-hand and refurbished goods, packaging materials and medicinal products.
- Application dates: large and medium operators from 30 December 2026, small operators previously covered by the timber rules on the same date, other small operators from 30 June 2027, and the newly listed items from 30 December 2027.
