Static tanks for liquid fuels: EN 13616-1:2025 on overfill prevention devices harmonised under the ATEX Directive (Decision 2026/989) — the 2016 edition leaves the list on 5 October 2027
Commission Implementing Decision (EU) 2026/989, published on 5 May 2026, adds EN 13616-1:2025 on overfill prevention devices with closure device for static tanks for liquid fuels to the list of harmonised standards under Directive 2014/34/EU (ATEX). The reference to the 2016 edition is deleted with a delay — from 5 October 2027.
- EN 13616-1:2025 (committee CEN/TC 393 “Equipment for storage tanks and for service stations”) supersedes EN 13616-1:2016 and specifies requirements, test and assessment methods, marking, labelling and packaging for overfill prevention devices with closure device. Compliance with a harmonised standard gives a presumption of conformity with the essential safety requirements of Annex II to the ATEX Directive.
- The test methods clause covers, among other things, a chemical suitability test, a temperature range test, component pressure tests, a new subclause on the pressure surge test (taken out of the function tests), function tests of the closure level, vapour-tight test procedures and a durability test. Annex B gives the test rig layouts.
- According to the standard’s foreword, the changes compared with the 2016 edition include: a ±5 % tolerance added in 4.2.1 and 4.2.3, an updated chemical suitability test, deletion of the temperature range for final closure simulation, new names of the closure levels (initial — for two-stage devices only; final — for single- or two-stage devices) and updated maximum flow rates in Table C.1. In the new Clause 6, only the factory production control aspects of the previous Clause 6 (AVCP) were kept.
- Annex ZA on the Construction Products Regulation was deleted — according to the foreword this revision is not a candidate for harmonisation under that regulation, only under the ATEX Directive. National implementation was due by February 2026 at the latest; the deletion of EN 13616-1:2016 from the list was deferred to 5 October 2027 to give manufacturers time to prepare.
