Ecodesign of welding equipment: EN 14717:2024 “Welding and allied processes – Environmental check list” as the only entry of a new list of harmonised standards for Regulation (EU) 2019/1784
Commission Implementing Decision (EU) 2026/153, published on 27 January 2026, publishes in the Official Journal the reference of harmonised standard EN 14717:2024 drafted in support of Commission Regulation (EU) 2019/1784 laying down ecodesign requirements for welding equipment. The annex of the decision contains a single row.
- Legal basis: Article 9(2) of Directive 2009/125/EC — Member States consider a product to which harmonised standards referenced in the Official Journal have been applied as complying with the provisions of the applicable implementing measure. The measurement and calculation requirements for welding equipment are set out in Article 4 and Annex III to Regulation (EU) 2019/1784.
- Route of the standard: standardisation request C(2018) 3309 of 4 June 2018 to CEN and CENELEC; CEN drafted EN 14717, and the Commission together with CEN assessed the 2024 edition and found that it satisfies the requirements laid down in Regulation (EU) 2019/1784. Compliance confers a presumption of conformity from the date of publication of the decision, which entered into force on the same day; the decision deletes no rows and defers the application of no point.
- Scope according to the EVS-EN 14717:2024 record (valid from 15 July 2024; the record’s history also lists EVS-EN 14717:2005; ICS 13.020.01 and 25.160.01, assigned to Regulation 2019/1784): check lists for assessing the environmental aspects of welding fabrication of metallic materials, including site and repair work; informative annexes indicate recommended actions for avoiding and reducing possible environmental impacts outside the workshop.
- The decision is a stand-alone act “on the harmonised standards” — it does not amend an earlier implementing decision, and its annex contains one standard. Neither the decision nor the EVS record states which requirements of Article 4 and Annex III to Regulation 2019/1784 the standard addresses; for laboratories and bodies assessing welding equipment for ecodesign the record gives only the scope described above.
