Commission Implementing Decision (EU) 2025/2383, published on 26 November 2025, adds to Annex I to Implementing Decision (EU) 2021/76 the standard EN 81-76:2025, drafted by CEN under standardisation request C(2023) 6588. Compliance with the standard gives a presumption of conformity with the essential requirements of the Lifts Directive 2014/33/EU that it covers; the decision entered into force on the date of publication.
- Content of the decision: row 10b is added to Annex I to Decision (EU) 2021/76 — “EN 81-76:2025 Safety rules for the construction and installation of lifts – Particular applications for passenger and goods passenger lifts – Part 76: Evacuation of persons with disabilities using lifts”. The standardisation request covered the essential requirements of Annex I to Directive 2014/33/EU and — where relevant — the requirements of the Machinery Directive 2006/42/EC referred to in point 1.1 of Annex I to the Lifts Directive.
- Recitals 4–8: the Commission together with CEN assessed the standard for compliance with request C(2023) 6588 and found that it meets the essential requirements it aims to cover. The reference was included in Decision (EU) 2021/76 so that all harmonised standards for lifts are listed in one act. As the presumption of conformity applies from the publication of the reference in the Official Journal, the decision entered into force on the date of publication.
- Scope according to the EVS-EN 81-76:2025 record: additional requirements to EN 81-20:2020 for new passenger and goods passenger lifts that can be used to support faster evacuation of persons with disabilities, including in case of fire alarm. The standard does not apply to evacuation due to other hazards — explosion threat, chemical or biological attack, flooding, storm damage or earthquake (where it can be used as a basis with further measures from the risk assessment) — nor to evacuation aids for when the evacuation lift is unavailable; it does not apply to evacuation lifts manufactured before its publication.
- Also out of scope are, among others: fire or smoke in the lift well, safe areas or machinery spaces, ingress of water into the well, insufficient or incorrectly located evacuation lifts, insufficient evacuation capacity, users’ inability to understand how to use the lift, entrapment in the waiting area, failure of building services before evacuation is completed, and the presence of harmful gases or a potentially explosive atmosphere. The significant hazards covered are listed in Annex D. According to the EVS record, the EN version has applied in Estonia since 1 August 2025, and the record history lists before it the technical specification CEN/TS 81-76:2011 of 6 September 2011.
