MID amended: measuring systems of electric vehicle chargers (MI-011) and compressed gas dispensers, including hydrogen (MI-012), get EU requirements — accuracy classes A, B and C for chargers
Directive (EU) 2026/706 of the European Parliament and of the Council, published on 20 March 2026, amends Measuring Instruments Directive 2014/32/EU. It brings in measuring systems for electric vehicle supply equipment and for compressed gas dispensers, thermal energy meters for cooling, and adapts electricity and gas meters to smart metering, direct current and hydrogen.
- The directive adds two specific annexes: Va for measuring systems for electric vehicle supply equipment (MI-011) — wired transfer of energy in both directions between the station and the vehicle, including a locomotive, ship or aircraft — and VIIa for measuring systems for compressed gas dispensers (MI-012). Annex VI now covers thermal energy meters for cooling, and gas meters measure the volume or mass of gaseous fuel and, where relevant, its energy.
- For chargers the manufacturer declares class A, B or C; the base maximum permissible errors from the transitional to the maximum current are ±2 %, ±1 % and ±0.5 % respectively, and at the lowest currents up to ±25 %, ±15 % and ±10 %. The minimum measured quantity of energy is at most 0.1 kWh for AC and 1 kWh for DC; accuracy is determined at the vehicle connection point, and the total maximum permissible error is the root sum of squares of the base error and the error shifts due to frequency, voltage and temperature.
- The measurement result of a charger or dispenser may be shown on the device, remotely or on the user’s device, but it must be traceable to the instrument under metrological control and protected against accidental deletion or modification, and any breach of the security measures must leave evidence. The cable with connector between the measuring point and the vehicle is either non-replaceable and sealed, or described as replaceable in the conformity assessment.
- Member States must transpose the directive by 10 April 2028 and apply it from 10 October 2028; instruments compliant with the current rules may be placed on the market before 10 October 2028, and chargers and dispensers compliant with national law before 10 April 2030. Earlier certificates remain valid until 10 April 2038 at the latest. In the Commission proposal of 29 November 2024 (COM(2024) 561) chargers were designated MI-003a and compressed gas dispensers MI-005a.
