Carriage of dangerous goods: amendments to ADR and ADN are to enter into force on 1 January 2027 — Council Decision (EU) 2026/2233 commits the Member States to support them
Council Decision (EU) 2026/2233 of 28 September 2026, published on 2 October, sets the Union position: agreement to the amendments to Annexes A and B of the ADR and to the Regulations annexed to the ADN adopted in the 2024–2026 biennium. According to the UN depositary notification, the ADR amendments will enter into force on 1 January 2027 unless they are rejected by 1 October 2026.
- The ADR amendments were approved by the UNECE Working Party on the Transport of Dangerous Goods (WP.15) at its 118th and 119th sessions; the text was transmitted by France and circulated by the UN Secretary-General on 1 July 2026 (notification C.N.252.2026.TREATIES-XI.B.14). An amendment is deemed accepted unless, within three months, at least one third of the Contracting Parties, or five of them if one third exceeds that figure, object.
- The amendments to the ADN Regulations come in two notifications: of 1 July 2026 (amendments adopted at the 35th session on 30 January 2026, objection deadline 1 October) and of 1 September 2026 (a supplement aligning the ADN with the amended ADR and RID, deadline 1 December). In both cases the Secretary-General proposes entry into force on 1 January 2027.
- The Union is not a party to the ADR or the ADN, but the amendments affect EU law: Directive 2008/68/EC on the inland transport of dangerous goods refers to the ADR, RID and ADN, and the Commission adapts its annexes to scientific and technical progress. All Member States are parties to the ADR; 13 of them are parties to the ADN.
