ČIA aligns accreditation of EU ETS verifiers with Regulation (EU) 2025/1192: aviation split into group 12a (emissions data) and 12b (non-CO₂ effects)
On 1 October 2026 the Czech Accreditation Institute (ČIA) published change sheet 05/26 to document MPA 40-02-25 on the application of ČSN EN ISO/IEC 17029:2020 by validation and verification bodies. The new MPA 40-02-26 applies from 1 October 2026; the change brings in the requirements of Implementing Regulation (EU) 2025/1192 and Global ACI documents.
- Implementing Regulation (EU) 2025/1192 of 18 June 2025 amended Regulation (EU) 2018/2067 on verification of data and accreditation of verifiers: the former scope 12 (aviation) was replaced by activity types 12a “Aviation (emissions data)” and 12b “Aviation (non-CO₂ aviation effects)”. Accreditation certificates for scope 12 valid on 31 March 2025 are deemed issued for 12a.
- A verifier of a non-CO₂ effects report may hold accreditation for 12a only if the aircraft operator enters into the Commission’s NEATS system (or an approved third-party tool) nothing more than flight information, trajectory data or aircraft properties, and the rest of the report is filled in by the system without changes by the operator.
- ČIA now accredits in groups 1a, 1b, 1c, 2–11, 12a, 12b and 98 of Annex I to Regulation 2018/2067. A verifier must show at least one witness assessment every year; over the accreditation cycle at least one must cover group 98 together with another group and each cluster in the scope — cluster G (12a, 12b) and H (98) each require one at initial or re-assessment. Witnessing should not be repeated at the same installation.
- For verification of greenhouse gas emission and removal statements of organisations, projects and products the minimum is two witness assessments in each of three sector groups. Throughout the document IAF MD 6 was replaced by its successor Global ACI-TECH-3-005 (M), the mandatory document for applying ISO 14065:2020; no comments were received in the public consultation.
